Vootak.com — order # 9130 - refund not received

Vootak.com portal selling attractive electronics unboxed at lower price and extended warrenty
Only WhatsApp contact, calls not connecting on whatsapp number (+91 [protected]). No response from [protected]@vootak.com also.
Account name is under neha soni.
Official seller names on Amazon.com are emobiles, green mobiles etc etc

Placed order # 9130 on 16 April 2019 received immediate response before payment but after full payment to UPI ID [protected]@icici (neha soni) no response and also order on vootak.com updated with only partial payment (Rs.10, 000 out of Rs.36000).

After multiple followup and requests got response on 18 April 2019 like amazon denied to sell product hence refund initiated (order status not updated in Vootak.com, order still shows processing)

Today (20 April 2019) WhatsApp contact is blocked, messaged them from other number requesting reason to block and also informed them if no updated provided will proceed legally, blocked second number too.
They dont care about legal process
