[Resolved]  Western Railway — Non Refund of ticket booked through Debit Card at PRS, Mumbai Central

I booked a tatkal ticket on 27.03.2014 from credit card counter at PRS Mumbai Central Station through my debit card. The particulars of the booked tickets are given below: PNR No. [protected] Train No. 22629 DADAR TEN Express Date of Journey: 28.03.2014 Dep. time from Dadar: 20.40 Class: 3A Station from DADAR to MADGAON Total Amount paid Rs.2450/- + Rs.60/- as credit card transaction charges. No. of Passengers: 2 On the day of Journey (28.03.2014) the status after preparation of Chart was W/L 3&4. Hence, I went to Dadar Station for getting the ticket cancelled. When I approached Head TC, he asked me to go to PRS counter for cancellation, I went to counter No. 9 at 20.10, the booking clerk took my form and ticket and then returned back the ticket saying that this can not be cancelled at this counter and I should go to credit card counter. When I enquired about the same, I was told that Credit card counter closes at 20.00. Then, I again went to Head TC for help, he replied the same and advised me to approach to designated credit card counter next morning at CST station. When I asked him for issuing TDR, he replied that there is no system of TDR now. I was not satisfied with the reply and went to Station Master on duty at around 20.50 for help. He also said that railway had stopped TDR and advised me to approach at CST station next morning. On 29.03.2014, I went to CST station as advised and handed over the ticket for cancellation at credit card counter at 8.15 and the booking clerk informed me the system in not accepting the ticket for cancellation and I should meet senior officials. When I met the official, he advised me to go to Church Gate station and deposit the ticket there in CCM's office (WR) for getting refund as the payment of the ticket had gone to Western Railway and not the Central Railway. He also informed me that there are holidays from 29th March, 2014 to 31st March, 2014 in CCM office, so I shall have to deposit the ticket on April 01, 2014. I finally, deposited the ticket in CCM(R) office on April 01, 2014. But, to my surprise the claim was repudiated (Ref. No. BWR/020414/S00017/ST03) Then, I appealed against this on April 17, 2014, The appeal was also rejected. It was my mistake that I booked the ticket at credit card counter, if I had booked the ticket at general counter by cash, I could get refund instantly without any trouble. I approached the PRS 30 minutes at 20.10 before departure time (20.40) of the train, and could not get refund due to faulty rules and misguidance by Railway Officials at Dadar Station.
