[Resolved]  WWICS — Registration fees paid - No agreement, no refund - when no service availed

I have been a client of WWICS who had paid Rs 56000 for Australian/Canadian Immigration. I was waiting for any of the countries' "skilled occupation list" to get updated, so that I could find out whether my occupation is present in it or not. And at the time of registration, the Baroda office staff said that the fees (56000 minus operational charges of 30%) would be refunded if my occupation doesn't appear on the lists. This was the primary reason for me to get registered with your company. However, later on, none of the lists showed my occupation and so I applied for a refund on 4th May 2013. The staff at Baroda office assured me that I will be given a reply within a week, whether I will be given a refund or not. Now it is around a year and I have not even got the answer to whether the fees will be refunded or not. Please note : I have not signed the agreement because of the fact that the refund clause in the agreement was not consistent to what was told to me. Today I had a meeting with Rajni Manrai- the manager of WWICS Baroda centre. Following are the points discussed:

• Ms. Rajni said that last time my request for refund was denied because their head office considered it as “self withdrawal” (which is not the actual case)
• However, today once again she looked at all the lists (even the latest ones for Canada and Australia) and then she confirmed that I had requested for refund because I had no option (neither Canada nor Australia) to move ahead with the visa process and hence it is not "self-withdrawal"
• She has also confirmed that the decision on my refund request is will be taken and communicated to me by next Saturday (5th April, 2014)
• At this point after waiting for an year, I am not interested in waiting any further for my “occupation to come on list” and hence I have once again requested WWICS to refund my money as soon as possible

Please note that after the "Indian Consumer Complaints Forum" had notified WWICS about my complain, there was only one call from their Ahmedabad office to confirm my case/file number. I gave them the file number on Monday 24th March 2014. However since then I have not heard back from them.
