2nd A/38 Residents — Water wastage through submersible

I live in sector 2 Vaishali Ghaziabad and in my building residents were wasting water through submersible. They switch on the water motor to fill the water tank but always forgot to switch it off because of that water tanks overflows & water logging happens in terrace & on the road side. Moreover they had not put the water alarm in the water tank.
When I complained and said to them they were blaming each other but they are not ready to listen and doing the same thing everyday.
Many a times I have switched off the water motor.
I am using gangajal connection at my home.
Please take some actions against as I can't see such amount of water wastage I'm front of me.
