Addhar Card For Foreigners — bad service and discrimination

On friday 1, january 2019. I

I went to process my addhar card to dc office at dharamsala.
I arrived at 10 am and it was the first one the line, the person in charge of attending was in a bad mood and shouting to me told me that he was not going to attend me because i do not have an indian id card. So, i showed him the letter with photograph and postmark issued by the university where he studied but he did not want to make it valid. I am not an indian citizens that why i show him the letter issue by a valid studies institution. But he just ignore my letter.

Also, he did not want to help me.

To which, as a public service they should have trained and efficient people in their offices.
