Airtel4g — charged 4000 rupees but did not provide service

My daughter and i bought airtel4g phone cards at the new delhi airport. They charged us 2000 rupees each a total of 4000 rupees for both cards. They said
The cards would work in two hours. They did not work for 2 days and we made other cell phone arrangements with verizon in the usa.
We have asked many times for them to refund the 4000 rupees since october 2016. To date, they will not answer our many letters to the president, nilanjan roy cfo.
