Anna University — Degree certificate not issued

It's been an year and 3 months since I passed b tech from anna University they didn't issued the degree certificate yet. I am preparing for abroad studies and I want degree certificate for that and I submitted all the documents they asked to get the degree certificate faster and they did not look at it. I will be missed my September intake due to anna University please take necessary action
