Apply Pan India — I haven't received the refund of money

I had applied for pan card online and payed money via net banking.
I didn't receive my pan card and they stated that the documents i had provided wasn't correct. I requested them to return the money and mailed them with more than 30 emails. They still haven't taken any steps on this.
At least the website should be banned so that it doesn't appear on google whenever you search on applying for pan card. So no one else would get cheated again.
Or else what is the sake of lodging a complaint on this consumer complaint website.

Hope further steps will be taken on this fraud company.
