Artech Infosystems — not giving me the experience letter along with my pf

I have joined this company & they as contractor & after one year they are willing to re-new my contractor with out any hike, i was posted in ibm (Bangalore) but i stay at kolkata, my salary was 15800/- per month it was difficult for me to survive there in bangalore & my parent are not well. I said them please give me hike & they denied, after i send them a resignation mail till now they have not yet provided me the experience letter & they did not release my pf.
