Bangalore House Owners — Bangalore house owners are cheating tenants

We are staying in rented house since 1.6 years. My owner is harassing for small small things like why your parents are coming, why your are using this much of water, not giving pan card as per income tax rules if the rent is rs. 10, 000/-, we mandatory to submit the owner pan card along with rent receipts. We are forced to give rent in cash. He is not paying tax. Every time he use to discuss things in absence of my husband.
My husband asked pancard and bank account no to deposit rent.
House owner given stupid answers.
He don't want to pay tax to govt. So he won't provide bank account no.
Now a days getting that much cash is very difficult to us from atm.

For every little damage like geyser in house we use to repair and no refund or not deduction from rent. When we taken house even it was not fully maintained. It was in pathetic condition.

I am asking why bangalore house owner's won't pay tax amount and govt is not taking any action on those people.
