Bank Of Baroda — For unblocking my upi id

Recently I blocked my upi id because my phone was lost but now I want to unlock it. And when I called customer care they told I have to write a letter to bank manager for unblocking my upi id but when I went to the branch the employees are not accepting the letter please look into my matter my account number is ending with 0040
