Barkatullah University — getting a degree issued is a pain

Hi i graduated in 2008. I applied for a degree but i got a wrong degree, now i want to know the exact process to apply for duplicate provisional certificate and degree. When i call the university and ask nobody is ready to entertain. Please help. I need these documents urgently . Worst university when it comes to follow the process.
