Bihar State Pollution Control Board, Patna — Noise in our surroundings

I am residing at new khajasarai near tcs ion centre, laheriasarai, Darbhanga 846001, my father is suffering from many acute type deseaes, some iletrate people playing music loudly which creates much problem hereat, we are unable even talk over phone please take necessary action to maintain peace & calm.
