Billdesk — money deducted from account but dhbvn did not receive

My son Deepak Sharma paid for New Connection in Gurugram Rs. 22, 175/- on 29-6-18 using Citibank account and got following message from the Bank,
"Rs.22, 175.00 was spent on your Citi Card 4386XXXXXXXX0336 on 29-JUN-18 at Dakshin Haryana Bijl. The available credit limit is now Rs. 50, 523.00.

However, the payment did not reach DHBVN till 4-7-18 and they have cancelled request as could be seen from the message below,
