Seller is not cooperating

I have paid black money to seller on the date of registration. Our sale agreement was registered with register and final payment due period is 2 months. But after repeated reminders seller is not co-operating like he is not providing his account no. for bank to issue final payment by pay order. He is also not providing latest electricity bill, maintenance bill, etc.
I have fed up after repeated followup. Can I complain to registrar...
