Shop Owner Complaints & Reviews

Today we tried to park vehicle in front of one of the shop. But shop owner did not allow us to do parking .He said its only for his customers .As such there was no parking board in front of his shop. As per rule is it legal to park in front of any shop. If yes then what could be done against that shop owner....
