Cab — Cab service

Dear sir,
i am a student in galgotias university.I used cab service provided by rahul to go there but on 5th may his cab is sieased by rto near gautam budha ps up.because he is using private no cab.Now he stop cab service but not refunding my 6750 rupees.on calling him he use very bad language his no is [protected].I also mail this matter to this address to bk.[protected]@nic.in, cp.[protected]@nic.in,
cp.[protected]@delhipolice.gov.in
so please help me
