Canara Bank — Education loan denied

Hi, We wanted education loan for my daughter, we have a OD account at canara bank, do good transactions as well. I contacted canara bank for education loan for my daughter who is pursuing her MBBS under government quota, we paid first year fees, but now for second year when enquired about the education loan. They denied saying It's a year end, we can't process the loan . And Neither we are getting a proper response from the manager whether he will lend us the loan or not. We have been to bank so many times to ask, but no proper response. Then we enquired in other banks, but they say without having an account in the bank, hw can they lend us. Again we enquired at Canara Bank, the manager is not even bothered to listen to us, we are not even sure whether we will get the loan . My question is, he is not lending coz we r not eligible or the bank itself won't lend education loans .
My daughter has scored distinction in her MBBS first year and merit student. She would be able to repay her loan.
Please help us . I do not have anyone who can guide me well, what can be done in such situations. Let atleast i should know why the bank is denying to give the education loan.
