Capital Honda India — Honda city - 2 month new vehicle - After 2nd service - service guy tell us to change the Silencer which went bad

Is that normal Honda Silencer get bad in 2 months ?
Is that happen, when you give service they replace the Silencer of other vehicle and tell us to change ? Looks like this is what happen,
