Central Seat Allocation Board [Csab] — fees not refunded after passing more than 2 months

I have not alloted any seat in csab any round.
Now there is no response from csab site.
Many times i called but they don't pickup phone.
They never send reply of emails.
Is there any responsible member in csab.
If there is such situation in csab then it is shameful and worst for everyone.

There is no provision of file right to information act online.
