Central Seat Allocation Board [Csab] — Refund of money after 2nd round

I am a student who has been registered for CSAB-2023, by paying the registration fees of 44, 000/-(forty four thousand rupees), and i have not been allotted any seat even after Second round of counselling, According to the norms they have to issue a circular regarding the refund of money from The Respected Institute Responsible. After Deducting 4000/- for participation they told to refund 40, 000/-( forty thousand rupees) after completion of the second round, but till now there is no information regarding this. Even they are nit answering calls and emails, when we call there is only one(1) language available that is English if any other language selected the call gets Cut.
I request CSAB-2023 to help me
