City & Industrial Development Corporation [CIDCO] — Regarding EMD Refund

Sir/Madam,
I had applied for CIDCO Mass Housing 2022 and was allotted a flat in the result. After the document verification I had received allotment letter, but due to financial crisis (issues in Home Loan process), I had requested CIDCO to cancel the flat and return me the EMD amount which is huge(i.e. Rs 1, 50, 000). But they are not refunding this amount saying this amount is non-refundable after Allotment is processed.
My question is this is not a simple amount that can be ignored by any individual, it is 5 to 6 times of my current salary.
Request CIDCO to please take action for such case and refund me the EMD amount as I am in the need of money.
