100Bestbuy.com — Not Delivering my Product

Hello,

I made an order on 17/11/2012 but didn't received the product yet after more then 1.5 months..
Product is : Omron HEM 7203 Upper Arm Bp Monitor
I made a call on their customer support number and they told me that product is not available.. and advice me to select some other product..
I told them that i already search your whole site and i din't need any other product..And kindly refund my amount..
They give me an other e-mail ID ([protected]@suksh.com) and told me to send my concern to this person as he/she is dealing in refund's only..
I send the mail almost 3 times to this e-mail ID but didn't get any response.. I again interact with them through e-mail as you feel very lucky if anybody make response on phone.. they answer 1 out of 10 calls and other nine you have to disconnect after a long wait..
So, I again interact with them through e-mails and they told me that they will refund the amount in 3-5 working days.. But when i again contact them after 5 working days.. They stop replying my e-mails.. I made a call today and they disconnect the phone.. when i talk to them about this whole process..
I have all e-mails record they send to me.. IS there is something which can help me out..
AFTER THIS INCIDENT I DO NOT PREFER ANYBODY TO GO FOR ONLINE SHOPPING...

I M SO MUCH HARASSED BY 100BESTBUY.COM AND SUKSH.COM
SO, IS there something which is going to help me out.. OR anybody suggest me how can i use the consumer court..

I am contacting on [protected]@100bestbuy since[protected].. and send almost 30-40 e-mails regarding my issue.. Mostly, i get reply like this :

Dear rohit katoch,

We regret for the inconvenience caused by us,
This is in response to your mail that,
We have received your complaint, we will forward your issue to my senior department. They will take the necessary action regarding this as soon as possible .

And Regarding Phones, As i told you earliear, they answer 1 out of 10 calls and other nine you have to disconnect after a long wait.. VERY POOR CUSTOMER SUPPORT !!

On January 8, 2013, i got an answer from you that my refund is in process..As you can see above..
Today i make a call at 100bestbuy customer care no. [protected] AND STILL HEARD THE SAME ANSWER : THAT MY REFUND IS IN PROCESS !!
It's almost 1 month time.. and i still getting the same answer from your side.. Can you update me here that when are you going to refund the amount?

I wonder if it is yours Accounts department or not? As they must reply to you if it is yours..
OK, Tell me how much more time i have to wait for another excuse or this time you guys are serious enough to refund my payment..
Remember i place the order on your site on[protected] and told you to refund the amount on[protected]as product was not available at your end) and today is[protected].. More then 2 months since i told you to refund the amount...
I got the scanned image on[protected].. and told me to wait for the courier details.. Can i ask from you how long i have to wait more for the courier details as it is already 3 days since you made the cheque in my favour..
