My cousin passport status always shows "police report has not been recieved"

we enquired with passport office, they said "police report is negative"

hw can we proceed regarding this..
we have clean image . police as demanded 2000 but we didnt have to give..

I have appplied for passport in the month of june only, But till date i didn't get passport.. When we are cheking status in website there they have mentioned police report not received.

I, YSR Prasad had applied for FRESH PASSPORT on 22.08.2007 and the Police Enquiry is held by 2nd week of September, 2007. Till date I have not got my Passport. I attended for the 'ADALAT' on 4th June, 2008 wherein the Adalat Authorities said that after verifying the Police Enquiry Report, my passport will be sent within 2 week's time.

Till date, I have not got the same.
