IBPS — For Refund of the deducted amount

I am, Anil Kumar Singh, from Assam. When I was registering for The IBPS examination 2013 The fees got deducted but The registration failed. I paid The amount Through SBI account using net-banking on 28th January, 2013 transaction reference number is IGF7548996. I tried to contact IBPS Through email and telephone but Their is no response. I paid The amount Through Corporation account using debit card on 6th July, 2013 . I tried to contact IBPS Through email and telephone but Their is no response. Please kindly suggest me the necessary steps to get the refund.
