- That is interesting. Payments are held pending for a certain time so that fraudulent transactions can be reported. Citibank, i can say from personal experience, has been indulging in very irregular activity in the indian market, probably taking advantage of the lack of a proper regulatory environment. This instant "approval" is one of the ways of getting past fraudulent transaction claims. You might try the banking ombudsman. And, i dont think you should be too harsh on yourself calling that episode a fiasco. Your failure was hardly a humiliation for you, but one perhaps for the current regulators and thier ineptitude at their work.
