Sir, I had retire from service from the Corps of EME on 31 Aug 2010. I have sent my ECHS application to EME Records during Jan 2010. My Regd. No. is 34410. I have yet not received my ECHS card. Many problem being faced by me for treatment of my disabled child.

I Ex serviceman from 131 army air defence i have taken a treatment for my mother in emergency in jun 2010 all documents as per requirement of ECHS Miraj has been submitted by me in Jul 2010 however amount of claim has not been given to me on asking to OIC ECHS Miraj Col Hargude say i send your claim to Pune office and not received from them till date. Hello Ganesh...I know that it is a nightmare to communicate with the ECHS staff and doctors. They are very arrogant. Even my dad and mother are undergoing through a lot with the doctors in ECHS...

My best solution for you is:

1. Check if the hospital that ur parents wants to visit is listed under the ECHS panel, if not they will have to look for any other best hospitals listed under the ECHS panel...I am very sure there are the very best hospitals under the panel.

2. Once u decide the hospital...just go to that hospital after 5pm(time after ECHS shuts) on the basis of emergency and get hospitalized on the same day..

3. Make sure that u inform the hospital that your dad is an ECHS member and within 24hrs call the ECHS hospital and tell them that ur dad had to be taken to that particular hospital as it was an emergency.

4. The ECHS will get intouch with your dad's hospital and make all required payments.

5. Don't forget to taken a copy of emergency certificate from ur hospital.

am an engineering student. i went to echs in chennai for gynecomastia removal. the doctor sugested a private hospital and assured me that surgery ll be done as soon as possible. the very same day i went to that hospital and consulted the doctor, they said surgery should be done and asked to take all d tests before surgery. i spent almost three days for finishing all these procedures. later they fixed the date for surgery, i went to the cash counter to get the admission form. they had a look over my file and said they cant admitted in d hospital as gynecomastia may not be covered under insurance and so. i went and spoke with the chairman of d hospital and he asked me to get admitted that night and also said not to worry about the cashier people. till this i spent almost a week leaving all my college and other stuffs. when i went to get admitted in the hospital, again cashier people created a problem when i went to get admission in d reception. i said i talked to the chairman and he said to get admitted, after lot of argument they asked me to wait and called the manager. he came and i spoke with him, i told him what happened and asked to contact the chairman but later he called the above manager above him and spoke with him. they asked me to pay the cash and get admitted or else asked me to come the next day. i was heartbroken and felt very much upset. the next day with lots of patience i waited so long for those cashier people and finally met them, i asked them to talk with the chairman. finally, they had some discussion with them self and handed me a approval letter and asked me to get sign from echs. i took it d same day to echs chennai and handed it over to them, and they said me they ll call after three days. i took medical leave from all my works as am gonna get my surgery done within few days. but, d days passed almost 5 days over. the 6th day i called them and asked about it, but they said they ll call if they get the approval letter back and just hung d phone. it was terrible, i waited for 4 more days and then called them again. they again repeated the same dialog saying "we ll call if we get the approval letter" and hung the phone. i wasted almost 20 days of my college life waiting for surgery, finally i lost my patience and went to echs to enquire about it. again they said the same same dialog and said they cant help it. i was pissed off, and went to d senior medical officer to enquire about it. They said the approval letter has been sent to SEMO and later it has been forwarded to bangalore ECHS which is the head office, i asked the reason for this much long procedure and they said they don't have much knowledge about my issue and they call themselves a doctor. it seems that the specialist are only in bangalore ECHS and what are these people are here for? i asked them how much more time ll it take and they said, they have no idea about it as many cancer patients who gave approval forms before me are still waiting...and i replied am not a cancer patient and left d place. damn...these people cant even give proper response to patients. by now i wasted a month of my regular life waiting for the call. every now and then am expecting d call and these people least bothered to help the patients. because of these things my health went bad and now am taking treatment in private. i dint mean to tell all are wrong, may be am unlucky. WORST EXPERIENCE OF ALL MY LIFE!

In ECHS Ployclinic Hisar, there is no dental doctor available, dental doctor duty is doing by Dental assistant, who is creating problem for dental patients causing lot of difficulties for patients. Request take necessary action on the matter please.

Shah hospital, opposite bus stand kaithal should be withdrawn from empanelled of ECHS because no facility and no treatment is available in this hospital for ECHS member. ECHS patients goes for treatment in this hospital resulting more worse condition than previous before going. Therefore, what is the use of this type of hospital for empanellement who can not give good treatment to needy patients. Please look in to the matter.

reimbursement under echs is very-2 difficult for other rank (or) persons, army is only for officers they easily make fool indian army organisation. The rules are made by officers for officers and only officers.I am son of echs member my father faught all three war of india, but army do not give him human being treatment.Now these days my father grew older, every time he has some health illnes we are living near holy family hospital new delhi.which is not in echs pannel.if i want my father treatment in base hospital is very difficult because its very far away from our residence.echs scheme making fool easily OR ranks persons, those hospital which are in echs pannel have some special conditions example batra hospital is in echs pannel but it cure only cancer other than cancer they charge very high, same for escort it only treatment heart attacks.so i criticized those army officer who made such rules.such law maker are the real enemy of our country.

ECHS appears to be for rehabilitation of retired officers. In Secunderabad polyclinic officers are treated seperately. There is seperate registration, doctor and dispensary for them. On the other hand lot of problem is faced by Other rankers. Every case requiring hospitalisation is referred to MH, who feel that it is an extra burden to them and do not pay any attention. Dental treatment is only at Army College of Dental Sciences, where interns treat the patients. In otherwords the patients of ECHS are for experimentation of the interns. More over it is about 15 Kms away from the city. The patients are made to wait nearly 3 to 4 hours to see the doctor. There are two doctors, one a medical specialist. The Medical specialist donot listen to the patients and keeps shouting at them and behaves as the ultimate doctor. Both these doctors are ex officers and still they think to be officers and not doctors. CGHS is an equivalent fecility for Central Government employees. Fixed medical allowance is paid to all of them who reside beyond 3 KMs from the dispensary, where as for ECHS members it is not paid irrespective of the distance. Most of the time regular medicines are not available. Therefore the patients are forced to buy the medicines from their pocket.

This is what really happening on ground level at most of the echs centres. We other ranks really don't understand that why this membership was forcefully thrown on our head instead of asking freedom from the rude british type behaviour from the officers.

this is only tip of ice berg.

Ihave observed in all poly clinics there are separate arrengement for officers and men which include registration, space for waiting, dispensing of medicines.Is not the time of an OR precious as that of an officer? Does the suffering from a disease discriminate between an officer and an OR? THEN WHY THIS PREFERENTIAL TREATMENT? Is there any authority for such treatment or it is by practice? When eill it stop?

Appolo glenges hospital, which is very near to my resident within the 12 kilometer. For this reason i have urge several times to the oic barrackpore to send me to this hospital for taking h. Dialysis. But he is not interested to send me to this hospital other than the previous hospital but appolo glenges is the empaneled hospital also under echs polyclinic barrackpore.
So please look into the matter for transfering my h. Dialysis from shankarnath hospital to appolo glenges hoaspital kolkata, for last few days of my life i can take the h. Dialysis smoothly.

I have some requests / complaints regarding Smart cards and functioning of ECHS and procedure for referal cases to Civil Hospitals.


Change of Poly clinic


Asper under para (8) $ (9) PROCEDURE FOR BECOMING MEMBER OF ECHS time frame is 60 days

With in 60 days smartcards are to be collected from Stn HQ.
I have deposited my ECHS cards on 06 July 2010 for change of address I have visited Stn HQ after the interval of 60 days but all in vain. I have spent Rs 200/- per trip to visit Stn HQ and wasted toomuch time.
If it is not possible to provide the smart cards with in 6 Months then issue the temporary cards validity for 6 Months or more to save the unwanted expenditure and save time .
Secondly once an ECHS member holding smart cards, which is valid all over the country why there is need to get new smarts on transfer of poly clinic ?
Cases reffered to Civil Hospitals for their opinion three days required to get the medicine One day for referal from ECHS second day for civil hospital and third day back to ECHS to collect the medicine
Request to reduce the making of trips by changing the procedure..

Today most of the ESM are not happy with ECHS. Since sufficient doctors, pharmacists, and other staff are not authorised in certain category of polyclinics and they are provided by formation commanders from their regimental funds. ECHS directerate is having crores of rupees in their purse. It is time they improve the quality of service. Numerous requests and suggestion were made by various personnel and ESM organisation but in vein. Only solution is file a suit in civil court. My mother had undergone surgery in a private hospital in Rewari for her gallbladder stone since she was having a severe pain. Before hospitalisation the matter was reported to ECHS polyclinic at Rewari, but instead of giving her immediate medical aid they told to my mother to go Base Hospital Delhi Cantt which is around more than 100 Kms and my mother is 100 % blind and also no mail member at home other than my younger brother whose wife was also suffering from Dengue fever during the period, if needed certificate issued by Govt of Haryana (Helath Deptt) can be produced. The ECHS Staff had not given due care due to that the facilities provided by the Govt of India for the services rendered by my father during 1962 and 1965 war and not simply getting pension likw nowdays.

My request is that can my expenditures be reimbursed since this is the 2nd case happened with me. In Jul 2009 also when my father visited to the said ECHS centre instead of hiving him treatment a a panal hospital he was referred to Base hospital where even he was not seen by the doctor by touching his hand to my father and there was no option other than taking treatment from a pvt hospital which is just 100 yard behind the Polyclinic and even after repeated request no one visited to see him so that the expenditure can be reimbursed and later he expired on 29 Jul 2009 at the hospital.

Pse reply my comments. I will post my whole story next time. I had a lot of comments to say.

The behaviour of ECHS staff and doctors are intolerable. My father who is the ECHS member had been insulted by the doctor in Mysore every time he visits her for a check up..She shouts at him telling that my dad has no brain...She just doe not speak politely...She also does not offer a place to sit to the patients...she treated me and my dad very inferior to herself. I noticed that she is very uncivilized with the way she uses few words and the way she talks to her patients...Last time when I had taken my dad for the check up she was shouting at both o[censored]s for no reasons. After which she was on the phone talking silly to her relatives and writing the prescriptions. I am just worried how should I trust on the prescription while written when she is over the phone...

this is p[ossible, because I myself was ill/treated by the Oi/c of calicut polyclinic in Kerala.

On 09th Aug 2012 my daughter went to ECHS Dehradun.She registered herself at 1015 Hr.Room no 6 where doctor Archana Lamba was absent from her cabin and returned at 1105.She called patient wait listed 19, 20...26 and then 30.My daughter was at waiting 27.When she inquired about the jumping of number to 30 the doctor became furious.She was rather acting like a inspector of police.She stood from chair and went to Officer in charge to justify her behavior.
I think such low tempered doctor can only be employed by ECHS.Poor soldier accepts these non sence

I completely agree with the complain made by you as I am one of the witness who was present through out the operation discharge and readmission procedure. It was also happened that a request for ambulance was made from your side to a Senior doctor of ECHS for taking the patient to SK Soni Hospital who was immediately taken to ICU there but he refused to give that. My question is what for the ambulance is kept there. Is it for carrying a dead body or a patient who is serious. Reply my dear Senior Doctor of ECHS Jaipur, you better understand who are you.

its really a shame full story for both ECHS & S.K.Soni hospital, a high level enquiry is being needed in the matter, justice is still live .

The regional centre lucknow made me feel ashamed about ECHS the director I met did not make me feel Like I .am member of ECHS.The staff told me as you are from navy we can't help you.why this discrepancy only with Navy.While serving in defence this feeling never came to my mind.While in war the soldiers will differentiate army, navy, airforce how will you fight?

My Army No. 8030822K Naik(Retd) A Soundara Pandian got a ECHS Card from ECHS Polyclinic, Tirunelveli (Tamil Nadu) on 17th June 2009. The ECHS Card Registration No is CN0075921 dated 04 Feb 2009 and the Receipt for document No is 5028/02/09/TV. My correct Blood Group is O+ve (In connection with my blood report submitted along with the application to apply for the ECHS Card to Polyclinic, Tirunelveli (Tamil Nadu on 04 Feb 09). In my ECHS Card my blood group is erroneously mentioned B+ve. But my Blood Group is O+ve . In this connection to change my blood group from B+ve to O+ve, I submitted a application along with my Original ECHS Card to Polyclinic, Tirunelveli (Tamil Nadu) on 17th Apr 2009. The concerned authority sent to the card to Stn HQ Trivandrum. Till now I didn't got my new ECHS Card. In the meantime myself and family are not able to getting the medical felicities and always asking my new ECHS Card to the In-charge of Polyclinic, Tirunelveli (Tamil Nadu). But they are sent a reminder letter to the concerned authority, till date my ECHS Card not received by them.

Kindly I request you sir, to take necessary action to mention my correct Blood Group in my New ECHS Card (My actual blood group is O+ve) send it to me through Polyclinic, Tirunelveli (Tamil Nadu). Once again I request u sir to do the needful for me at the earliest possible (because of past seven months I always asking to the Polyclinic, Tirunelveli, but they are giving a same answer the card is not yet received). I Submitted my ECHS Smart Card to change of my Blood Group at Tirunelveli ECHS Office on 04 Feb 2009. Till date I didn't received my ECHS card. I have lost my time and benifits of medical coverage, near about one and half year along with my family members. I (No 3180111 A Ex-Naik Suresh Chander) am a member of ECHS. My parent polyclinic is Hissar cantt. Last week my father Sh. Hari Ram (my dependent) was going for treatment to Hissar. But in the mid way at Hansi Bus stand, he has lost his ECHS Card due to pick pokating by unknown person. In this regard, FIR has been lodged at police station hansi at the same time.
He went at Hissar polyclinic with application for duplicate card but all efforts have been proved fail. They are saying that you have needed to complete full process as you complete for new one.

I did not received any receipt from the office. On August 12 to Aligarh Polyclinic, Administrator of Polyclinic refused to give the treatment to my daughter having 105 degree fever by showing all xerox form and draft submitted to the office. At the mean time our ECHS Administrator has allowed one nearby generator operator who was injured to be get treated there. Please tell me how i can get treatment from this polyclinic till i receive my ECHS card.

The services at ECHS dispensaries is deteriorating everyday and so is the treatment we are basis's out at approved Hospitals.The main reason i s non payment of their outstanding bills.In directly it is assigned to the corruption which has spread its effect in armed forces too.

There is repeated non availability of medicines even for serious patients and blame vs blame leaves the patient in bewildered state of confusion and is either made to spend money from his pocket or spend in transportation.In case the medicine is not available why it is not delivered at the residence of patient .I feel if a local shopkeeper arranges home delivery why ECHS cannot provide this service even at cost on no profit no loss basis.
Referring patient to Hospitals is a time consuming as well as disturbing the Medical officer resulting in irritation and waste of time.I understand this is because of non renewal of contract with the soft ware company.
I pray authorities remove minor flaws to make the scheme real worthwhile.

Sir, I am an ex-serviceman from Indian navy, age 62 years, and heart patient., undergone PTCA to RCA on Jan'2002, my wife, age 58 years, is suffering from severe knee joint pain and unable to walk properly. Our ECHS polyclinic is Upanagar polyclinic, Kanjurmarg, Mumbai, which is about 45 km from Kalyan, where we are staying. Every month I have to take my wife also to the polyclinic for monthly medicines, sometimes we go by Taxi or by train which is very troublesome for my wife. But unfortunately we don't get some of the medicines that normally we have to buy from outside .

I request that the medicines which are not available in polyclinic, can be purchased from outside and amount to be reimbursed against the proper bill.
Secondly, for monthly medicines, bearer should be allowed to collect the medicines.
Third point, FORTIS hospital is in Kalyan which is in ECHS panel list. So ECHS authority should allow us to get treatment from there .

Sir, I am post-operation(neuro-fiberoma C4-T1 region). Earlier, when I was getting the catheters with drugs through the medical store Command Hospital(WC), I was issued with different brands of catheters, then I was keeping aside the catheters allurgic to my urine bladder.But now, since the medical store of E.C.H.S is separated from the medical store of CH(WC), I am issued with catheters of NUFILE only, which is allurgic to my urine bladder.I have requested to both the medical stores to procure the catheters of different brands, but no action has been taken so far.Where to approach now? My father is case of renal calculus & admitted in INHS ASVINI From 1 Feb 10 No treatment is given todate. This the care you give to ex navy ECHS card holder . This is one day procedure in civil private hospital. This suffer patient as well as the relatives You should refer the patient to empanelled hospital for good & speedy treatment.

Appolo glenges hospital, which is very near to my resident within the 12 kilometer. For this reason i have urge several times to the oic barrackpore to send me to this hospital for taking h. Dialysis. But he is not interested to send me to this hospital other than the previous hospital but appolo glenges is the empaneled hospital also under echs polyclinic barrackpore.
So please look into the matter for transfering my h. Dialysis from shankarnath hospital to appolo glenges hoaspital kolkata, for last few days of my life i can take the h. Dialysis smoothly.

Dear Reader,
My Father is an ECHS member. We have undergone mental tortures with ECHS Ahmedabad for the lengthy and useless procedures. My dad is under cancer treatment. He was diagnosed, than operated and now in follow up under the same doc & hospital.

Best part is, he was under extreme pain. No food, no sleep, no digestion. I got him admitted to an empaneled hospital and reported the matter to ECHS. And after MRI, biopsy n PSA, the disease was confirmed. Medical officer says, he cannot help in this matter. Then I got my father discharged on DAMA, brought him to MH in the night. Doc at MH says, why did you, got him discharged. I said the medical officer says, that the case needs a referral from ECHS. Next day got him discharged from MH, than took a referral from ECHS and again admitted him into the empaneled hospital.

And the height is when we went for the follow up, he referred the case to Surgical spl. How can you refer such cases to Surgical spl. You can understand the plight of the patient, if he was to manage by himself.

Most of time medicines are not available. Small but worth mentioning. For PSA, you need an authorization form to be signed by empaneled hosp.Take the form, to hospital, get is signed by authorized person, deposit that form along with ECHS I CARD n referral form Xerox to ECHS back office. (There is a xerox machine, but they say pls get the xerox from outside.) Then they say, pls follow up after 3-4 days. One full day gone without treatment.

Second full day will go on PSA, because till the time PSA comes, day is over.
Third day you might catch the DOC if days, OPD, OT, Holidays everything falls in place.

We stay at a distance of 35 km. Either me or my wife needs to escort, b'cas of health n illness.

What more to say, if some senior officer is reading this, pls advice.

Most of the concerns of members are correct. As, one can not take treatmnet from any other Poly Clinic than his parent Clinic. We do not appreciate, when the technology allows the flexibility, why the MoD/DG ECHS is not allowing atleast OPD treatmnet at Non Parent Clinic. In todays volatile corporate environment, one need to switch jobs rapidly and your place of stay will also change. It is must to be flexi Polyclinic.

The treatment in ECHS is not adequately covered. The general attitude is of poor efficiency and administration. Medicines are not available. Long ques are to be seen. Something is wrong somewhere.
Complete dental treatment is not available. Thr Army dental Centres are having some facilities like providing dentures, crowns and even implants, but the same is not extended to retired personnel. For the dental treatmentwhatever is possible in the Army Dental centres must be made available to retired personnel. I have experienced this problem personally. I needed a crown, a denture and now an implant, but i have been told that i have to get it done on my own. Then what is ECHS and Army dental Centres meant for.
I need to be advised for a suitable action. Is there any procedure to complain. Any email ids are available, or do we have go and beg someone at attend to our complaints.

Many ECHS Members Have complaints, No doubt they may be right, , But who r the Listners of an Employee ?? waht is there security ?

If any body has answer please convey it...and No action on salary review since 5 years ?

Even Labor get more salary then an ECHS Doctor or ECHS Officer ...!!! Is It Fair ?

ECHS centres in enpanelled hospitals and even OICs are not aware of rules and guidelines drafted for the ECHS scheme. They are operating at their own whim and try to save the work as well as their skin with every case.

In case of even emergencies they are interested in CHECK, COUNTER CHECK AND COUNTER TO COUNTER CHECK the Membership card. And more so want patients kin to run around and get the refferal from the polyclinic. I don't know but could be suiting to other ECHS members as nobody is complaining.

Issues are lot more then these... but for that all the concern persons and authorities have to sit and think about it so that the noble cause with which this scheme is launched MUST NOT lost

Is there someone really looking at it and the problems being faced by echs members. members will complain n complain then they will either get used to it or shall forget about this facility.Pl get sign boards put in all poly clinics with addresses, phone nos and Email IDs of officers who are looking into the grievances of the members.

The ECHS Scheme appears to be moving towards the 'sick parade' system prevailing in the service hospitals and MI Rooms. The polyclinics refer the ECHS member to the nearby service hospital instead of referring them to local empanelled hospitals even in emergency cases. Unfortunately, the 'doctor saabs' in the service hospitals are unquestionable and the patients have no option other than to succumb to the whims and fancies of the service doctors who refer them again to a far away military hospital saying that the treatment is available there. This causes much anxiety to the patients who may not be physically or mentally able to travel long distances to unknown cities. When all advanced surgical / medical facilities are available in an empanelled hospital in the same city / town, it is highly irresponsible on the part of the service doctors to insist that the patient be sent to a distant military hospital. If any of the ECHS members have come across similar experiences, it is requested that they may express their experiences thru this web site and also project their complaints to the ECHS management for suitable action.

ECHS IS A FAILED CONCEPT. INSTEAD OF GIVING BUSINESS TO CIVILIANS, GOVERNMENT SHOULD BUILD UP THE SERVICE HOSPITALS IN TERMS OF ADEQUATE INFRASTRUCTURE, MA.NPOWER, MORE SERVICE HOSPITALS, EFFECTIVE PATIENT TRANSPORTATION .WHY THE DIFFERENCE AFTER RETIREMENT FOR A EXSERVICEMEN, WHO HAS GIVEN BLOOD YESTERDAY FOR PEOPLES OF TOMORROW?

You have made a very wrong judgment. Unless the ECHS is liberated from service hospitals, even the God can't save the scheme. You thought it is giving business to the Civilians!! Alas! the scheme needs to grow to the level of civilian hospitals.Let the scheme be developed into a 'mediclaim scheme' where the ex-service men can have direct access to the empanelled hospitals of repute by just producing the smart card without any referral from these service doctors enjoying the immunity o[censored]niform. You should understand that even a low ranked ex-service man is foregoing Rs. 100/- per month for being a member of the ECHS. A handsome Rs. 1200/- per year!!. Tell me which insurance company charges such a hefty sum for medical cover a year. What is needed now is - the polyclinics should work as facilitator to ex-service men for getting treatment in nearby hospitals- military or empanelled and let the bills go to a panel of doctors who can appreciate the cost of modern medicine. The obsolete rates of CGHS offered by the ECHS won't attract even Government hospitals.
The polyclinics should recruit people with a flair for public relation and pleasant behaviour.. but mind it! you cannot get them for peanuts.

Maximum ex service men try for their job any where in India. But before retirement naturally he gives nearest polyclinics name to his permanent address. But after getting job far away from his home town can not avail facilities on his smart cart at the poly clinic nearby to him without taking a letter from his parent polyclinic . That too for a period of 6 months. Is it possible to change his polyclinics whenever he shifts from one place to another????? Again apply with money, affidavit etc.,
What is the use of SMART CARD ?????? Just think with a cool mind. Please review the age old views
about resettlement. People used to look after their cultivation after their job. Please simplify the systems. Thank you.

Even the Officer in Charge of almost all the polyclinics are of non medical professional .Instead of being a MBBS. And 99% of executive class officer who are Oi/c poly clinic are not aware of any diagnosis and also medical norm and emergencies.although if still you want to employ such officer you please put them to look after general cleanliness of surrounding and that also under the command of MBBS officer who should be THE ONLY OiC of the poly clinic as like all the medical instituation/ hospital are commanded by THE DOCTOR irrespective of civil orgnisation as we all know.More almost most of retired officers are coming to see the doctor and if also doctor is busy with other patients then some of them used to seat with OiC office and making gossip (with tea also) and an ex service man is waiting to meet OiC .instead of this if this exserviceman enter to his office these executive class officer (i.e. OiC ) sought/ignored this situation because of that he is an executive trained only.where as not as medical officer .Totally all the OiC of poly clinic should be removed and MBBS doctor should be employed as the OiC poly clinic to solve all the problem in future.This is the most complicated root of all the ECHS poly clinic .

From our canteen many liqour bottles have been corrupted with the influence of the manager. A dealer buys 10 bottles for 400Rs.Even inside the canteen kitchen they are selling in pegs. They are minting money through this illegal business. All the bottles are going out with the knowledge and prior permission of the manager. The main culprit is A.JOHN LOUIS. He is the security in tanjore canteen. Now at present he is in trichy canteen.He is the right and left hand of the manager.At 4 o clock he will leave canteen before his duty time is completed.Only with his knowledge everything moves out,
The customers who apply for smart card will use paper cards until the smart card is given to them.With help of those numbers from the paper card the customers buy goods.After the purchase is over the paper card will be locked.Per day not even 10 paper cards will be circulated but they prepare 20 to 30 paper cards and buy lots of liquors and sell it outside illegaly. This smart card maintanence is done by Mr.Kaalamegam. A 67 age old man who is working since 2003 but the shocking news is that he is not a canteen staff. He is the binami of manager Mr.Balraj.
Manager G.Balraj and Kaalamegam will not give smart card to the customers at once.They will use the customer's smart card for 2 to 3 months and buy the goods and sell them outside. There are some brokers who get commision of about Rs.100 per Rs.1000. Per day they sell goods worth Rs.50, 000 and gain a commision of Rs.5, 000. Their average commission per month will exceed more than Rs.1, 00, 000. They have 2 to 3 contractors for moving the goods.Everything is done with the knowledge of watchman LOUIS. He collects Rs.500 per negotiation.From the year[protected] each customer was given seperate card for liqour and goods.But the watchman will only give goods card and keep the liqour card with himself.When the customer claims for the liqour card they give a new one. If you raid the manager's house you can get 100's of liqour cards. They have minted more amount of money with the help of these liqour cards.The culprits are Radhakrishnan Asst Salesmen in Tanjore, Rajendran from Vasantha Bhavan Hotel and Kamal. They are all the Binami's of the manager Balraj.
Rajendran knows all the staff's of the canteen.He acts like a Asst.Manager and gives orders to the staff's.He has more than 10 Officers smart cards.
There is a woman who worked in Nagapattinam canteen as a sales woman (Tamilselvi) is now transfered to Trichy Branch.She is at present working in liqour bill section. She joined here with the manager Balraj's recommendation. She even don't know to type her own name in English but she gets the Highest Salary among the canteen staff's. Likewise Jaya a person who worked in Namakkal Canteen is now transfered to Trichy. Another influencial person is the unloading man Pandiyan. He moves out the liqour bills with the help of Tamilselvi.
Pandiyan, Tamilselvi and liqour sales man Ravi with the help of the watchman Louis is doing this illegal business. Manager Balraj is the sole owner of this illegal business. Manager Balraj will correct all the staff's who comes on inspection by taking them to some holy spots and brain washes them.He will give them box and boxes of Money. He always uses vulgar words to abuse all the staff's. Nobody will open their mouth against him. If they do so he will book fake cases on them and send them to Jail. He has corrected all the Policeman by giving them liqour bottle's.
The manager Balraj will give all the loading and unloading charges not in money but in liqour bottles. If a customer misses his smart card in the canteen they will keep it to themselves and if the customers ask for the missing card then they will ask them to bring the F.I.R copy and then ask him to apply for a new smart card.

At the same time the smart cards of the expired persons is used by them for 2 to 3 months and then only they hole the cards. Through a single dealer the manager gets more than Rs.1, 00, 000 money. Under his undertaking there are 5 canteens. So he gains more money which he burries in the underground of his house.He has spies in every departments.Nobody can complaint against him. If done he will easily find it out.For each postman he would give 2 liqour bottles per week. This is because nobody should write to the higher authorities against him and if it is done they will give all the letters to the manager Balraj himself.He will give 4 bottles for the despatch clerks in the station head quaters and ask them to neglect all the complaints before rooted to higher officials. He is acting like a good person after commiting so many crimes.Ther are many Ex service man without a job but he has appointed a 67yrs old culprit. Is this fair? In the coming Month he has appointed many new candidates. They will also work for him. Then the canteen will not be saved at all.

ECHS polyclinics have become rehabilitaiton centres for retired Commissioned Officers. Every person visiting ECHS polyclinic is a patient. Disease has no discrimination. But the officials at polyclinic has descrimintation of a Commissioned Officer and Other ranker. After shedding the uniform all ex-servicmen should be treated equally. Even the definition of ex-servicemen do not descriminate berween Officer and Other Ranker. Our constitutuion provides equal status to all citizens. But in ECHS, Officers get preferential treatment not only in their turn to see the doctor but also in treatment. Yamadharmaraja do not give preferential treatment. When the scheme was introduced it was said that the treatment would be as per the choice of the patient. But now lot of hurdles are created by way of processing through service hospitals etc. In service hospitals the ECHS patients are treated like unwanted guests. Eye wash treament is given. The specialist mostly are ameteurish. This is resulting into ECHS patients becoming guinea pigs for the experiments of the service doctors.

While my pre mature retirement I have not been informed about the ECHS card.Presently I am running here and there no body listeninng my voice.Army area Jodpur office not helping me.They says that you have to pay RS.19000 more.Once ECHS amount is alredy taken while my retirement time.Rule for increase the ECHS amount taken place in 2009.But I had taken retiremnt in Nov 2008. Why the doctors not forwarding the cases to corporate hospitals where the treatment can avail under one roof. The doctors who are deployed in ECHS clinics are actors. Seems to be doctors but seriousness of illness can not recognosed by them. If a patient reaches to hospitals in coma then only they will think some seriousness with the patient.

Most of cases forwarding to the service hospitals where we have to go for various OPDS for one treatment. For blood tests it will take at least one day.
The other day we have to show to the doctor if available.

In service hospitals : Thinking that they are doing charity. They are paying from their pocket.

In initial it was informed us that if needed the patient would be referef to the empaneled hospital in the city. my wife is a patient and reported at ECHS Faridabad. They informed that the government has changed the policy so they cant refer my wife to empanelled hospital i.e. Escorts Faridabd, they only can refer to Charitable hospital at Delhi. I dont understand why one should go to Delhi from Faridabad for treatment and that to charitable hospital. Dont you think it is cheating to the service personnels being done by this organistaion. not only the prblem with the distance, specialised doctors are not available every day for treatment, eg: bangalore ch ortho only available on wed and saturday, if any of these days becomes holiday patient has to wait till next turn of the doctors availability.And also the procudure in CH is very cunmbersome, patient has to wait 24 hrs for x-ray report and go next day to another reffered doctor with this report.Please look into these problems and try to solve .

I am ex mwo, my cataract operation done in ch lucknow was not proper as my left eye lense has changed its place.

I am writing this from Faridabad. ECHS polyclinic in Faridabad has became a rehabilitation centre for retired Commissioned Officers. They comes to polyclinic and sit with any Doctor of their choice without their turn and remain sited their for a lot of time. No one in the polyclinic has dared to object them. Every person visiting ECHS polyclinic is a patient. Ill person has no discrimination. But the officials at polyclinic Faridabad has discrimination of a Commissioned Officer and Other ranks. If some one try to object the matter with OIC he threatens to suspend his ECHS Card. They have mentioned this in the notice boards also. Instead of making such type of notices OIC Polyclinic should collect the data from his computer that when one other ranks and their family member patient gets inn in the polyclinic and after how much time his turn to consult the doctor came. He will see that the other ranks and their families sits 3 to 4 hrs to consult the doctor. Even if one patient has to get regular prescribed medicines he him/her self has also to sit just like other fresh patients for 3 to 4 hrs to get the signatures of doctors and then he will be allowed to get only for 30 days medicines only. I think the duty of OIC polyclinics should be to help all the patients instead of helping the officers only. He should have to collect the day to day data from the computer and also from the patients and guide the Station Commander for the betterment of ex-servicemen. He should not treat him self as a big boss not anserable to any patient. He is a employ of ex-servicemen for the ex-servicemen. He has not employed to command the ill ex-servicemen and their families. After retirement all ex-servicemen should be treated equally. Blood of all human beings is same. Life of all human beings is also equally precious. It is not understood that weather the life of an retired army officer is more valuable in comparison to the life of other ranks/their families or civilians. Our Constitution provides equal status /rights to all citizens. Our respectable Mr. ANNA HAZARE was a driver in our most respected Army. But if he or his family members visits ECHS or army canteen he will be treated just like a second class citizen in comparison to retired army officers. I want to drawn kind attention of our Govt that if Govt wants to provide special treatment to retired Indian Army Officers, the Govt should provide separate ECHS polyclinics to them but not at the cost and respect and life of other ranks and their families. If any ex-servicemen complains the matter, the complain goes to Station Commander. He him self is a officer. He always favor the officers only. It is also suggested that OIC Polyclinics and all doctors of polyclinics should not be ex-servicemen. They should be highly qualified civilian doctors. At present ECHS is paying very high salary to Doctors but quality of doctors is very very poor. There should be some one from civil govt to listen the complaints of ex-servicemen regarding ECHS polyclinics.There should be some one govt official web site of the govt where the ex-servicemen can put their complaints and suggestions. Subba Rao M V — Activation of unwanted services

I have a Airtel mobile pre-paid connection No. [protected]. The Airtel are charging us for unwanted services by activating without our knowledge such as Job altert / Movie altert. and deducting money for the same. By the time we notice the message and take action asking them to stop. It take two / three days and they keep deducting money from the balance amount.

I do not understand why they are doing such things. Is it that they want earn money some how or other?

I request the authorities to take sterm action against such mobile service provider so that they do not loot the poor customers with out their consent.

The ECHS service is more worst than quoted in this complaint. Doctors employed at poly clinic are obliging only their near and dear by referring them to best panel hospital, for others and they do not even listen to the patient problem. There is no difference visiting any govt hospital and ECHS Polyclinic. Only difference, ECHS charging Rs 3600 from per pensioner from his pension, Rs 300 @ monthly medical allowance to provide this sub standard service. That may be one of reason that young ones hasitate to join defence services. There is no complaint system to lodge our grievances against this poor medical service.

The ECHS service is just horrible. The Doctor is only counting the no. of patient instead of providing them treatment. Though it paid treatment by paying Rs 3600 @ annaul fee from our Monthly Pension as Medical allowance being deducted to get this medical treatment, still we are being ignored by ECHS doctor. They treat us like BPL person.

1. Authorized medicine as per Doctor prescription are not available at ECHS Polyclinic within time.
2. As and when we precede ECHS for collection of regular monthly medicine as per doctor prescription the same are marked on prescription as N/A.
3. After informing for the same problem to OIC, they intimated that ECHS will purchase those N/A medicines from local markets for 10 days only and balance 20 days medicine we have to buy ourselves.
4. We are facing the same problem from last 4 months.
5. Dental equipments are not functioning properly.
6. ECHS have no patient waiting room.
7. There is no regular visit from higher authorities.
8. Large numbers of pensioner are increasing every year, but the number of Doctors remains the same.

Therefore I and other Ex-Servicemen are requesting you to please take some action against these ibid points as soon as possible.

I am an old case of Ankylosing Spondylosis (SSA) presently undergoing In Infleximab Therpy but suddenly with the change of Doctor . The new HOD of Rheumatology Department (AH R&R) has stopped my therpy when my disese is active and test results shows positive such as ESR 65, CRP 11.5. HLA B-27 +, X Ray and MRI also shows diseses progression.

Due to the Prejudice attitude of Doctor I am Suffering. There is no Empanel Hospital for Rheumatoloy patient. Doctor are contineously giving pain killers since more then two decades without realizing my condition .

I have requested many times to MD ECHS Maj Gen George for creating a atlest one empanel Hospital for Rheumatoloy patients and till that instructing the Doctors in AH R&R Rheumatology department to provide required treatment .

I am ex naik from army since from 2008, the poly clinic in bangalore is good, but the staffs who are below offrs rank are all behaving very rude to the veteran's and to elderly people.even the safaiwala is acting like a doctor, and they are not cleaning the opd toilets.many ex servicemen dependents are very afraid to ask any doubts to the reception staffs.the civillian staffs should know how to respect exservice man.they should know what is meant by ex service man.

Ex Sgt Sreekumar. V, retired in 1990, an Advocate by profession now. Since I was on regular employment with MNC I did not register & avail the ECHS facility till 2008. Lucky till then. Thereafter, started getting medicine from ECHS, Alleppey- after getting test/ consultation from a doctor outside.20 Sep 2012, changed the ECHS to Kochi, since I am staying at Ernakulam. What I have experienced from the "modus operindi" of ECHS, it is not serving the purpose for which it is designed. It is a re-employment opportunity for a few defence retired or their dependents, who think that they are doing a favor to the ex servicemen approaching them. About the management of the ECHS, it is only the convenience of the poly clinic. There are a few polyclinic, function with the very motive of helping the old and ailing ESM. Most ironic is the Referral drama. Empanelled hospitals are not authorised to give the treatment with out approval. Why a referral if the ailment is not getting treated, after it is diagnosed? Empanelled hospital try to prolong the treatment and extract maximum from the ECHS source. Unfortunate ESM, being the victim, face all this silently. Who is there to listen? Defence authorities!!!, Ministry of defence !!!, sorry, they are busy with national security !!!

I find the service rendered by ECHS pathetic and staff is quite horrible and lacks professionalism.

With addition of 121 new Polylinics for ESM the numbers of total Polyclinics now stand to approx 350. Keeping in view the max concentration of ESM now 1500 one polyclinic has been authorised by the govet. Incedently in Nurpur (HP)and its adjoining flung areas is 20 Kms to 65 Kms away from nearest Polyclinc Pathankot has 8500 registered members with IESL. The total strength of benefitionaries is thus approx 30, 000 belongs to this flung area. Since 2003 despite having contributed above two Crores Rs towards ECHS by our members, till date this strenght has not been benefited by a single tablet. What is this happening? here all the officials appointed by the government are not taking care of the people but they are adding up to their pains just because of the commision or what ever the reasons might be they are sending (refer) the patients to MH because the non provision of medical specialist. This is right.
Doctor give treatment in MH and write the medicines.But MH staff says you are the echs member so go back to echs and get your medicines when we go echs and give case sheet to echs staff. staff member says this is mh slip so we cant give you medicine. If you want medicine than you have to come tomorrow because when our doctor will come and approved this slip after than we serve you medicine. And staff behaviour is very bad.
medicine providing is the resposibility of echs administration not a patient responsibility.
government will do to the soldiers who have proudly worked for the nation n made it proud and after retirement in their days of rest when government need to serve it is not done . so why should they not restrict their children to join the defence .

SAME PROBLEM EVEN FOR MY FATHER(POST RENAL TRANSPLANT), , , THE ECHS HAVE NOT BEEN GIVING PERMISSION FOR PROCURING MEDICINES SINCE FEW MONTHS, WE ARE BUYING THOSE MEDICINES ...ANY WAY TO SOLVE THIS PROBLEM

The complaint raised is very much jenuene as today itself as 04 dec 09 i reported sick to ECHS DEVOLALI NASIK. The sugar level have been detected very high as f_320 and pp_430, also bp very high 152/102.out of seven medicine one is short and will be available after 20 days only stated by o i/c ECHS DEVOLALI.

The complaints raised is correct as recently my father who has undergone Angioplasty was given six medicine but Regency Hospital, Kanpur medical unit gave only two injection instead of five which were prescribed, when ECHS 7 Air Force was informed they said that they are not in picture and reply from medicine department was that they will give order for it and it can be collected after seven days and they will not reimburse the amount.

I went to echs secunderabad, one of the biggest in india, and thus best equiped and staffed, for acute respitory problem and viral fever, referal no 316, 0f 13/14/2011, reportd to Col Rama Krishana, he perscribed 5 madicines, out of which only 2 were issued and remaing 4 namely nasal drops.ccitrizin, seroflow, asthele inhaler, monte lucaste were NA, for them i was told to visit M H Secunderabad. It was already 130 pm hence i was told to go after 4.30 pm. At 5 pm i went to MH dispensary, where i found the issue window closed, some came from in gate of this dispensary, i requested him as i had high fever, he touched my wrist and realised i was speaking truth, gave me medicines, except citrizine, for which i was directed to medical store.I approached NK Manjinder sigh of medical store, who gave a negative reply saying he did not have the medicine. I wonder an M H as big as Secunderabad not having a basic drug like citrizine and wanted to meet some one higher up, this further provoked NK Manjinder who declared that I can meet any one

Similar thing did take place in May 2010, and when in fever I came out of MH Secunderabad I met with accident and damaged my car costing me 27000/

What to do, I feel sorry for wring such things for an organisation whom I love mere than my life

The under mentioned letters have been forwarded to the authority concerned, but no action have being taken by respective authorities concerned. If medicine is NA in ECHS polyclinic the member (Patient) never await for regular source of supply if do so he/his family members must count down of time without medicine at the old age. So such types of members have to procure from local market. What is the reason why ECHS members are deprive from his entitlement? If Special investigation facility is not available/ provided by empanelled hospital at location expense of Lab Charge offered to ESM as per CGHS rate. I hope it is not bargain it is a donation like offering to a bagger.

1. Please refer to my letter 990/echs/13 Dated 22 Nov 13 Copy enclosed.
2. It is submitted that my wife Mrs Meena Mahanta is a neurological patient under treatment at GNRC Sixmile Guwahati through ECHS Policlinic since long. She was admitted in the GNRC hospital for 14 and 15 of Sept 13. Medicines prescribed by concerned specialist are not found available in the ECHS dispensary since Sep 13.

(a) Tablet Livipil 1000mg 1 Teb twice daily.
(b) Capsule Pregabid 50 mg 1 Cap twice daily.

3. As per your direction no claim for reimbursement to be entertained for OPD patient cash purchasing bill as per existing order. Both medicines are so important for neuro-patient and could be brake for a day; adverse effect is must. It is also not possible to wait for PVMS Supply; some medicine which is prescribed by doctor of ECHS empanelled hospital are not in the inventory of AFMSD. The doctor’s opines that prescription signed by me is a bonafied authority everywhere, and unwilling to sign the claim documents. He is not interested whether prescribed medicines are provided by ECHS policlinic or purchase by patient.

It is also observed that NCO dedicated in ECHS dispensary is sole provisioned auth, He is performed well but he has certain limitation also. Each member of ECHS has been paid the requisite membership amount deducted from service gratuity in PPO. It is unforeseen event of cash payment of treatment medicine.

2. It is submitted that my wife Mrs Meena Mahanta is a neurological patient under treatment at GNRC Sixmile Guwahati through ECHS Policlinic since long. 3. As per your direction no claim for reimbursement to be entertained for OPD patient cash purchasing bill as per existing order. Both medicines are so important for neuro-patient and could be brake for a day; adverse effect is must. It is also not possible to wait for PVMS Supply; some medicine which is prescribed by doctor of ECHS empanelled hospital are not in the inventory of AFMSD. The doctor’s opines that prescription signed by me is a bonafied authority everywhere, and unwilling to sign the claim documents. He is not interested whether prescribed medicines are provided by ECHS policlinic or purchase by patient.

Sir, I am Wg Cdr B.K.Bose (Retd) and avail the ECHS facility from ECHS Polyclinic, Salt lake, Kolkata.My wife visited the doctor on 28th Feb and as usual Saxagliptin tablet 5 mg was prescribed for 30 days. for her diabatic.The said medicine was not available on the said date and was available only on 19th March. On producing the medical document the medical assistant gave medicine for only 10 days, although it has been confirmed by both officer i/c Col Mukherji (Retd) and also Col Guha, Regional center, Kolkata.Both say the medicine was not short supply now, but this procedure of issuing medicine for balance of days are in order.My contention is that these costly medicines are purchased by the patients when not avilable at the counter. When it is available, medicine for full 30 days as per the medical document must be issued. In case the medicine is avilable on later days, the balance medicine with the patients will be utilised by the patients when ever the same gets exhausted from the counter. Government is not paying extra by issuing full 30 days medicine to the patients. Rather when less medicines are issued, chances of costly extra balance medicines going to wrong hands cannot be ignored. A suitable guide line may please be issued with a copy to my E mail address.

i retired from Signals as Nk on completion of 17 years with 30% disability pension and now I am a ECHS member.I use to get prescribed medicine from ECHS (Gurdaspur) punjab as the medicines for my case ( Ulcerative colitis are costly, now I have not been issued the same since last so many months, as they are life saving medicine for me so I had to procure it from civil which is very difficult for person like me who is having no income other than pension to afford such costly medicine, I want to know why the medicines are not available even after my so many requests to store personnel through O/ic. Thanjavur TamilNadu A lady Medical Officer came and Improved the ECHS a lot on her effort the patient in echs increased from 15 to 20 to 105 Because of her hard work it improved Now its eligible to place one more Medical officer so that the patient number can be divided.But the OIC and other Retired officers without discussing the Medical officer they have appointed a M.D. Doctor He comes to hospital 8.30 to 9 in his 30 minutes vist that M.D. Doctor see only Officers family only including OIC Family The ECHS is ment for only poor jawans But these rich retired officers only using this oportunities and they say this M.D. Doctor is appointed for them only .that M.D. Doctor avoids seeing other comon patients Render justice .then the ambulance is used for the OICs persenol use there r so many frauds going on the ECHS prmises are used to conduct meetings for the retired officers association Please take action the Medical Officer is threatened and forced to put signature in all note books including ledgers

I am ex CPO, resident of CBD Navi Mumbai and opted Nerul PolyClinic for my medical needs. During the first week of Dec 2008 I took my wife to the clinic for a known case of NIDDM. She was checked up by a lady doctor and advised to continue the medicine being used. She prescribed the medicine for one month while the medicine was not available in the polyclinic. I was told to come and collect the medicine after two days since the vehicle has gone to INHS Asvini for collection of medicine. I visited this clinic half a dozen time between Dec 2008 & first week of Jan 2009, spending almost Rs 500/- for autorikshaw. Finally, I met the Oi/c and made a verbal complaint who in his shoes felt not in his capacity. He arrogantly, replied that it is not my business and if you have any complaint, take the phone No and lodge your complaint to CO INHS Aswini. So disappointed and returned home.The long awaited facility was thought to be a welcome change, however, the appointment of arrogant Oi/cs like him was unfortunate.
I woulld appreciate if you could advise me on the way ahead.

I am working in an organisation ECHS(Ex-Servicemen contrbutory health scheme since 2004. Till today i.e 29 Mar 2009 there has been no increment in the salary of the staff. The staff is being squeezed since year 2004 and the government is taking the undue advantage of the unemployment and recession. We the ECHS employees have no future in this organisation. If everything is running well in this organisation is only due to the obedience attitude of the staff. But if the govt continue to ignore the staff's welfare the staff will start leaving the organisation as it has hapenned in the last 05 years. This not only leave the organisation as a "Training Centre" for the fresher but also give loss to the state as the people leaving the organisation in due course of time will increase which will lead to lack of responsibility among the coming staff members. For eg : In 05 years if 05 Lab Assts left the job and 05 new joined the job without handing taking over the charge, then who will be responsible for the loss to the state. Apart from this there are various other issues, which the govt is well aware of.

JODA SHOES,THANE — Complaint against Joda shoes, Thane

I have bought shoes of Rs. 500/- from JODA SHOES, STATION ROAD, THANE before 3 months with warranty of three months. In second week Sole of both shoes come off. I gave it for repair to shop & they returned it with pesting after 10 days. Again after 2 week i faced same problem with shoes & i have given it again for repair. It is happened 3 times in 3 months of warranty period & they was pesting it with some ordinary glue and returning it to me with promise that it wont again in future. Now warranty period is expired 5 days before & i am facing same problem with shoes. Now when i went to their shop, they are speaking with me very rudly behaviour. I warned them about consumer court but ther are saying that now it is out of warranty, you can not do anything to us.
Please assist me in this problem.

ECHS was introduced to reduce medica and surgical treatment burden on static Military Hospitals, altering the commitment of life long free treatment to Ex-Servicemen and trheir dependents. It appears that cost impact was not realistically appreciated in formulating the scheme with incidental foresight. This has resulted in modifications and localization of scope initially advocated.
The incidence of financial in-adequacy has started reflecting in terms of reluctance of empanelled hospitals to entertain referees due to outstanding payments, non-availability of medicines and inability of polyclinics in making local purchases on account of budgetary deficits.
At this rate, the facility may crash and come to a grinding halt. ECHS directorate, to realize the impact, should open a blog to seek comments from beneficiaries and research on inputs from the blog to improveefficacy.

i want to know how much time it will take to implement the new pay scale

Dear officer in charge of ECHS complaints.
I would like to state the following lines for your kind information. We are a hospital who have been giving services to the ECHS patients in and around Kohima in Nagaland. Recently we were given a letter to renew the services. We would like to go on record and state that the payment for services rendered are so bad and delayed that as a small hospital we can no longer continue giving our services for this scheme. In one incidence even after one year of treating a patient, payment of our services have still not been done . It is with much regret that we as a hospital have to withdraw from such a good scheme that helps ex-servicemen and thier families.
I hope that other hospitals are helped by our comments. As we do not know where to address our greviences and as the officers attached to ECHS in our region do not seem to be concerned we are writing in this column.

Second aspect I want to share..I am a civilian employee ( Not Ex Service man ) in ECHS Polyclinic Jamnagar as a Lab Asst and I have experience of Roud behavior from an officer rank ( Ex-Service man ) .It is not correct sense..I am from Gujarat and He said me ""Gujaratis are use less, rubbish"" Is it a Discipline ? Is it a right behavior ?? I want to ask the Central Govt..any upper ranked person, after retirement ..any ex-army officer have rite to say anything about any state ..???

We are civilian and there is discipline maintained in our society..I have proud for my Gujarat.

Dear Sir,

I am an old case of Ankylosing Spondylities since more then 20 yrs. Since there are no effective drugs available for the diseases. Patients have to suffer a great pain every second. Many times the pains are uncontrollable and making the patients to a lead a life of disable person. Many times we have to depend upon others for our normal daily work.

Now there are are new drugs which are available to control the disease. Such as Inj Remicade (Infleximab)/ which is TNF blocker. Which give great relief to all AS patients at the same time enable them to lead a normal life. Protecting the further damage to joints.

These Inj are not available easily to ECHS members .The system is very complicated. Patients keep running between R.R & Base Hospital but all in vain.

There are so many empanelled hospital for all disease but there is none for Rheumatology. Why this discrimination to Rheumatology patients.

Patient with other disease such as heart, kidney etc is given better treatment packages and facilities. Where ever Rheumatology patients are discriminated and left to become disable and keep crying in pain every moment. Let me tell you with my own experience we suffer more then other patients.

There are very few AS patients in comparison to other disease. These patients should be given regular maintenance dose to prevent the damages to their joints and protect their mobility. Otherwise so many disable people will increase.

Request to ECHS Authority and Defense Ministry to include the name of two Hospitals as an impaneled Hospital. Similarly increase the medicine budget for Rheumatology patients. And provide Inj Infleximab who ever are in need.

ECHS, as of today is a " Dependent Organisation" or a Sub-Organisation under Min.Of Defence. It is at present run by the Three forces of the country under the guidance of the ministry. Therefore the voice of the employees is murdered before at the first level ie at the Polyclinic level due to the under mentioned reasons :
(a) The OIC Polyclinic is a 100% Ex Servicemen getting around 16, 000/- to 20, 000/- as a pension from Defence through MOD.
(b) The total monthly emoluments ( Pension + ECHS Salary ) sum upto 30 to 35, 000/-Therefore there is no need for the OIC Polyclinic to raise a voice or let anybody raise his/her voice.

The biggest animoly of the organisation is : (1) Our respected MD and Directors at the Centra Org and Regional Centres are from the regular forces and are permanent staff looking after ECHS Organisation but we the polyclinic staff who are working at the ground level to make ECHS a big success are worse treated with no salary hike since 05 years. This is because there is no independent ECHS, MD and directors at the higher level staff. These regular army officers have a restricted approach towards a civil organisation. Abhay Ambulance services — Worst service,

Hello,

Abhay Ambulance services, located in Panjagutta, hyderabad,

I booked an ambulance with them and they charged me a hefty sum and promised for a good service.

But I got shocked to see the ambulance. They dont have any emergency facilities(even not first aid) and niether the A/C nor Fan works.
The vehicles are in such a condition it wobbles and its so UNCOMFORTABLE a patient to travel there.

Avoid using there services.

Part I. I have applied for ECHS and opted TMH tatanagar (155Kms)as parent clinic. for what ever reason I dont know my parent clinic was changed to Bhuvneshwar (450 Kms) (after tele con it was clarified by IAF pension welfare that by default as my pemanent home address was orissa (Joda) I cannot opt for other centre for my own. However, after activation at parent centre u can avail this service at any place.) So my dear friends I as a obidient exxxxx soilder went to Bhuvneswar (a Bus fare of 190/- and journey of 10-12 hrs )and found that the POLY has shifted and has been placed inside a military campus (where ur suppose to have identification as per the personal at gate) (ur canteen card withur photo wont work for ECHS). however clearing those hurdels found that the ECHS centre computer was down and it wont activate.
Part II- Today I visited ahmedabad and activated, was interviewd with O ic and came to know that since this is not my parent clinic my teeths will not be made. If I want to have that teeth through ECHS I should have recommendation from BBSR (2000 Kms approx) and each time for any severe disease except emergency or re-register myself locally and make new cards.

Now please help me out. If I wish to have Ahmedabad as my parent clinic why, why, why I was not alloted Tata nagar as my parent centre. If that time I was not supposed to have a choice why now?.
and if today why not earlier.

U urself decide what we should say to these system.

One question / suggestion /request to the authorities who control and make policies. India is not merely Delhi (50 sqkms) and some metros . all ur plans are made to cater delhi only and then u declare that it is covering the nation. The centres u create is at the most state HQs . After so many years u dont have a centre at every state capital (then how did u feel that u have covered the nation) a person travels whole night to a centre and founds that he will be treated for cough and cold. So my dear planner u delhi wala can travel 10 kms and have a centre and get ur fever treated. what about me do I have to have Cancer, TB, or such type of disease also enabling me and my dependents to have the stamina of travelling whole night and spending atleast Rs 300 (one way each person) .please, please donot make false claim that u cover the whole nation u tell that we are covering delhi and will be dedicated to it what ever the country man thinks we are not going to assit u rather than put some hurdles so that the people other than delhi wont get this facility

Its very good to heard bout reviewd of Pay for ECHS Staff, But Just I want to say.

il - literate staff pay hiked from 3500/- to 6000/- or 6500/- ( more than 80 % )

then whats the fault of Paramedical who are ( Graduate + PG Diploma ) who will get from 7500/- to 10000/- ( Only 33 % ) .

It is Unfair ! M I Wrong ??

Yes the above all complaints are very geneiven.The following points for kind interventions and necessary actions at higher authorities of ECHS:-

Men are not loked after well at ECHS
Each and every time one have to run between ECHS and the panelled hospital during the treatment.i.e surgery/Lab test/Various scans etc.
Partiality on tratment in regards to surgey-i.e If apatient is not cured/fully recovered the panel hospitals give them discharge by saying that fund alotted is over and ask for re-admission to continue the treatment.
Most of the times the medicines are not available and ask us to come after a week or so and never procure such medicines.Whereas the In-charge ECHS advise to go for local purchse for the the officers concerned.
The inchrge is merely a welfare officer for the officers cadores and not doing anything for the men who struggle at the ECHS centres.for treatment.
Reported with good understanding amongs the ECHS and the Panelled hospitals while refering the patient for any Major surgery/other treatments which resulting into some mal practises etc
Military police/ Lioson units/some other Inspection team Or Any other Military agencies to be asked to check the functions of the ECHS centres once in six month for the better service.

From the above figures it is very well understood by a layman that the revision in the pay scale of the Receptionist/Data Operator is negligible as compared to the othercategories of the staff. Therefore it is requested to the authorities that the matter may please be considered and the the revision ithe salary of the Receptionist/Data Opr may please be done at par with the other categories who were previously getting the Pay at the rate of Rs.7500/-(P.M) and are now getting Rs.10, 000/- per month.

Sir, I am ex-sgt of IAF and member of ECHS, attached to hindon AF Stn ( Ghaziabad) poly clinic. I have taken dental treatment from poly clinic wherein my 2 nos teeth were up rooted. when i requested to fix artificial tooth to fill gap and protect other tooth from falling, i was denied on the ground that this is not covered in the scop.

Secondly, Medicine prescribed by the doctor, if not in stock, are denied and i am being asked to purchased out of my own pocket. Kindly look in to the matter.

I am Ex Sub Maj (Hon) SURYA KUMAR. My complaint is regarding NON ISSUE OF TEMPORARY ATTACHMENT CERTIFICATE from ECHS KANPUR NAGAR. I visited twice once in the month of last week of May and on 27Aug 2009 to get the TAC but invain. On 27 Aug I requested with the head clerk concerned in the office but he siad I am not sitting here for this purpose and argued a lot then I requested with the OIC ECHS Mr Sqn Ldr (Retd) MP Singh but all invain because he was misguided by his head clerk. he asked me to submit an application for TAC I immediately handed over the application but he replied we intertain only sick report in the morning and we entertain for TAC only after 1400 hrs. I have alredy taken the TAC twice. The last TAC was issued on 07 Jul 2008 which was valid up to 06 Jan 2009. The liabilities are increased at this stage of ESM so every one is in search of bread and butter here and there there fore the TAC is required. Now it is requested that kindly the TAC may please be issued at the earliest on my temp address given bellow. I am a LMC person for which no Medical benifits have been given and I have to purchase the medicine from the local market. If the TAC can not be issued the the REIMBRSHMENT BE GIVEN.

It is 101 % fact that the increment which is aprroved by govt for ECHS Employee is not agreeable by all paramedical staff of ECHS Polyclinic.

We can understand that Officers have more burden and risponsibilities ..so govt. aprroved 66% increase ( 15000/- to 25000/- ) and otherside staff like Non Medical staff..they also get more than 85% increment like 3500/- to 6500/- then ...if Govt have tendeny to maintain equility for all employee than wahts the fault of paramedical staff like Lab Asst .???????????

Govt have to do somthing ..promptly.

Respected Oic ECHS Cell, I am 731824F ex SGT KK Mohan Wpn/Fit discharged from IAF on 30 Jun 2008. I had applied for the ECHS card for self and family consisting wife and a daughter in Apr 2008. One year has passed since and unfortunately I have not received the ECHS cards. Repeated enquiries at my nearest centre (Naval Base, Cochin) revealed non receipt of the cards. Therefore I request you to expedite the process for an early issue of the same. Thank you very much.

To run a scheme successfully, one needs to have competent brains behind it and competent people to run it...unfortunately, the ECHS top brass have only some brass on their shoulders, but no managerial skills for running a system which is supposed to work like a mediclaim scheme.

See the way they come for inspections at ECHS polyclinics! What a fanfare!! The local dailies give 'paid' coverage to their royal visits!!! the station commander is graciously 'briefing' him and the OIC polyclinic is standing at a corner like a stupid school boy...The service hospitals are full of flowerpots at very nook and corner..well dressed lawns, well laid beds..what not. and the poor ex-servicemen 'members' watching all these ridiculous shows which he loathed in his service tenure...

Yaar bund karo ye bakwas.. and hand it over to a professional insurance company and let the 100 rupees you deduct from our pension go as premium to the scheme and the rest will come from the Government. No more mis-appropriations by service hospitals. no more extra postings of service doctors in the name of ECHS... Ex-servicemen cannot be fooled like this for long.

I am an EX Sub SURYA KUMAR (JC-750416A) a member of ECHS POLYCLINIC KANPUR NAGR (7 AIR FORCE HOSPITAL). I am presently residing temporarily in Delhi. I am a patient of PRIMARY HYPOTYROIDISM which needs life long treatment. ECHS POLYCLINIC BASE HOSPITAL DELHI CANTT needs TAC for issue of medicine. I have to purchase it locally because ECHS POLYCLINIC KANPUR NAGR (7 AIR FORCE HOSPITAL) has not issued TAC. I visited number of times to the polyclinic but in-vain and it is very difficult to explain the views and words of the senior staff and even of OIC. I feel that my approach was at the wromg point. I can't explain their words. I have not given any medical benefits during retirement.There fore may I request to the autorities concerned to issue the TAC/ ISSUE THE MEDICINE till the issue of TAC.

i i have got a connection of airtell more than3ys..but from a number. 555630 i was sent message for bikini girl and photo card for which i never applied. 4-6days ago they sent me mail for renewal of the same. i immideatly sent message preventing from sending any such bogus things. i was sent message unable to process so many times i sent reply.two days ago 20rs. is deducted from my balance unfairly. first time same amount was deducted for wich i said nothing. but now i become disgusted with that type of snatching of 20rs. 54321 121 refused any meassage.
in this circomstances i want my deducted money back request to stop that type of foul play from the side of your operators who donot bother for customers wish along with their dissatisfation.

They are minting money through this illegal business. All the bottles are going out with the knowledge and prior permission of the manager. The main culprit is A.JOHN LOUIS. He is the security in tanjore canteen. Now at present he is in trichy canteen.He is the right and left hand of the manager.At 4 o clock he will leave canteen before his duty time is completed.Only with his knowledge everything moves out,
The customers who apply for smart card will use paper cards until the smart card is given to them.With help of those numbers from the paper card the customers buy goods.After the purchase is over the paper card will be locked.Per day not even 10 paper cards will be circulated but they prepare 20 to 30 paper cards and buy lots of liquors and sell it outside illegaly. This is done with the help of the manager. The person who possess a little computer knowledge can find all these corruptions easily.
For Eg.On 11/03/2010 only three paper cards have been entered.

Manager G.Balraj and Kaalamegam will not give smart card to the customers at once.They will use the customer's smart card for 2 to 3 months and buy the goods and sell them outside. There are some brokers who get commision of about Rs.100 per Rs.1000. Per day they sell goods worth Rs.50, 000 and gain a commision of Rs.5, 000. Their average commission per month will exceed more than Rs.1, 00, 000. They have 2 to 3 contractors for moving the goods.Everything is done with the knowledge of watchman LOUIS. He collects Rs.500 per negotiation.From the year[protected] each customer was given seperate card for liqour and goods.But the watchman will only give goods card and keep the liqour card with himself.When the customer claims for the liqour card they give a new one. If you raid the manager's house you can get 100's of liqour cards. They have minted more amount of money with the help of these liqour cards.The culprits are Radhakrishnan Asst Salesmen in Tanjore, Rajendran from Vasantha Bhavan Hotel and Kamal. They are all the Binami's of the manager Balraj.
Rajendran knows all the staff's of the canteen.He acts like a Asst.Manager and gives orders to the staff's.He has more than 10 Officers smart cards.
There is a woman who worked in Nagapattinam canteen as a sales woman (Tamilselvi) is now transfered to Trichy Branch.She is at present working in liqour bill section. She joined here with the manager Balraj's recommendation. She even don't know to type her own name in English but she gets the Highest Salary among the canteen staff's. Likewise Jaya a person who worked in Namakkal Canteen is now transfered to Trichy. Another influencial person is the unloading man Pandiyan. He moves out the liqour bills with the help of Tamilselvi.
Pandiyan, Tamilselvi and liqour sales man Ravi with the help of the watchman Louis is doing this illegal business. Manager Balraj is the sole owner of this illegal business. Manager Balraj will correct all the staff's who comes on inspection by taking them to some holy spots and brain washes them.He will give them box and boxes of Money. He always uses vulgar words to abuse all the staff's. Nobody will open their mouth against him. If they do so he will book fake cases on them and send them to Jail. He has corrected all the Policeman by giving them liqour bottle's.
The manager Balraj will give all the loading and unloading charges not in money but in liqour bottles. If a customer misses his smart card in the canteen they will keep it to themselves and if the customers ask for the missing card then they will ask them to bring the F.I.R copy and then ask him to apply for a new smart card.

Kindly read this mail with patience and caution. Now I am going to reveal some secret problems to be dealt with. The problems are related to corruptions done in CSK Canteen, Trichy division.
From our canteen many liqour bottles have been corrupted with the influence of the manager. A dealer buys 10 bottles for 400Rs.Even inside the canteen kitchen they are selling in pegs. They are minting money through this illegal business. All the bottles are going out with the knowledge and prior permission of the manager. The main culprit is A.JOHN LOUIS. He is the security in tanjore canteen. Now at present he is in trichy canteen.He is the right and left hand of the manager.At 4 o clock he will leave canteen before his duty time is completed.Only with his knowledge everything moves out,
The customers who apply for smart card will use paper cards until the smart card is given to them.With help of those numbers from the paper card the customers buy goods.After the purchase is over the paper card will be locked.Per day not even 10 paper cards will be circulated but they prepare 20 to 30 paper cards and buy lots of liquors and sell it outside illegaly. This is done with the help of the manager. The person who possess a little computer knowledge can find all these corruptions easily.
For Eg.On 11/03/2010 only three paper cards have been entered.

This smart card maintanence is done by Mr.Kaalamegam. A 67 age old man who is working since 2003 but the shocking news is that he is not a canteen staff. He is the binami of manager Mr.Balraj.
Manager G.Balraj and Kaalamegam will not give smart card to the customers at once.They will use the customer's smart card for 2 to 3 months and buy the goods and sell them outside. There are some brokers who get commision of about Rs.100 per Rs.1000. Per day they sell goods worth Rs.50, 000 and gain a commision of Rs.5, 000. Their average commission per month will exceed more than Rs.1, 00, 000. They have 2 to 3 contractors for moving the goods.Everything is done with the knowledge of watchman LOUIS. He collects Rs.500 per negotiation.From the year[protected] each customer was given seperate card for liqour and goods.But the watchman will only give goods card and keep the liqour card with himself.When the customer claims for the liqour card they give a new one. If you raid the manager's house you can get 100's of liqour cards. They have minted more amount of money with the help of these liqour cards.The culprits are Radhakrishnan Asst Salesmen in Tanjore, Rajendran from Vasantha Bhavan Hotel and Kamal. They are all the Binami's of the manager Balraj.
Rajendran knows all the staff's of the canteen.He acts like a Asst.Manager and gives orders to the staff's.He has more than 10 Officers smart cards.
There is a woman who worked in Nagapattinam canteen as a sales woman (Tamilselvi) is now transfered to Trichy Branch.She is at present working in liqour bill section. She joined here with the manager Balraj's recommendation. She even don't know to type her own name in English but she gets the Highest Salary among the canteen staff's. Likewise Jaya a person who worked in Namakkal Canteen is now transfered to Trichy. Another influencial person is the unloading man Pandiyan. He moves out the liqour bills with the help of Tamilselvi.
Pandiyan, Tamilselvi and liqour sales man Ravi with the help of the watchman Louis is doing this illegal business. Manager Balraj is the sole owner of this illegal business. Manager Balraj will correct all the staff's who comes on inspection by taking them to some holy spots and brain washes them.He will give them box and boxes of Money. He always uses vulgar words to abuse all the staff's. Nobody will open their mouth against him. If they do so he will book fake cases on them and send them to Jail. He has corrected all the Policeman by giving them liqour bottle's.
The manager Balraj will give all the loading and unloading charges not in money but in liqour bottles. If a customer misses his smart card in the canteen they will keep it to themselves and if the customers ask for the missing card then they will ask them to bring the F.I.R copy and then ask him to apply for a new smart card.

ech scheme is a huge waste of govt funds and needy ESM residing in the remoute corners of oure country (i.e in villages are not at all benefited by the scheme. Huge funds are wasted towards saleries and equipementrs/medicines and the smae is not reaching the needy esm. Hospital empanelled is exploiting the patiens to make money and lpurchase of medicne is a beg fraud. Staff posted in the ECHS should be turned over in every two years, OIC and other staff is treying to influence the stn comdr by resrting unethgical practices to get extension in the job. Sir, presently the clerks employed at various polyclinic are being paid Rs 6, 000.00 per month which is less than the safaiwala who are on the authorised strength of the organisation. So please clarify when the such appointment is likely to be authorised in the rest polyclinics. This causes de morale of ESM Clk in the polyclinics. On other hand the workload is going up by day to day.

Dear Sir,

I am employed in ECHS org as clerk. But there is one question ? Clerks are presently not authorised on the PE of the est by the GOI MOD. However, the ECHS org is not possible to run w/o auth the such type of appts at all cost. However, regarding pay scale of this org Clerks who are on temp basis are being paid Rs 6000/- per month from the local fund of higher HQ. Whereas, a safaiwala, who is on authorised panel of ECHS is getting Rs 6500/- per month, which is not justified at all. Hence, may I request you to kindly look into the matter regarding authorisation of such appt in all ECHS Polyclinic and fix their salaries accordingly, keeping in view of the scale of other auth staff.

The revised salary of Echs staff was not right way in that the Med doctors, dental doctors and Oic’s get good increase of 87%, Med specialist gets 57% increase, para med staff gets 50% increase, and other staff gets 50% increase, sea the chart given below,

I No 1433068 NK Liladher Pant has reported to ECHS section for treatment on 5 Nov 2012 and given the treatment as prescribed by the medical officer. After taking constant treatment I could not get the relief. Lastly I was compelled to report to Dr. Manoj Joshi on 11 DEC 2012. He also gives the treatment and advised us to direct the case to Sir Ganga Ram Hospital after examine the case they advised us to operate. The case started to diagnose and made operation on 18 DEC2012. The expenditure incurred worth Rs. 232645.00 which I have paid to Sir Ganga Ram Hospital Delhi and copy of the bills are attached herewith for your information and further necessary action please.

Sir I being an Ex Service Man it is very difficult for me to take treatment from Sir Ganga Ram Hospital and expended Rs.232645.00 In operation and as well as medicine charges.

Taking into consideration it is requested that I may please be reimbursed the amount through ECHS Department which I have already paid to Sir Ganga Ram Hospital.

i am a retired warrant officer from IAF is also a member of echs since its origin taking treatment for self & family suffering for various deceases. most of the times medicine's like atorva, januvia, and other medicines are not available causing concern of our health.i am along with my family is taking treatment from echs mohali.on querry o/c echs says that they sent their demand request to the supply agency command hospital chandimandir but demand is not fulfilled.i approached command hospital medical store also said that they are not getting the supply from their above supplying authorities quoted various administrative and financial reasons.

I strongly feel that there is a communication gap or too lengthy admin procedure is causing concern in dealing with the supply of the life saving medicines which require immediate address to the problem, be it the administrative or financial aspect in the interest of veterans irrespective of rank

my last suggestion is for the echs doctor dealing with their patients they should write a brief case history for all chronic deceases such as heart, sugar, cancer, etc and treatment administered in the patients book same may be recorded & save in the computer for any future referrals

this is the kind attention to Defence Minister in connection with the salary increase of Polyclinic Staff. It is not understood why the salary of officers has been increased and to some extent (NOT SO GOOD) for paramedical staff. It is totally not understood why Receiptionist/Data OPR/ Clks all over india are always denied and no increase in salary have been made, however all the tasks are always on the shoulders of Receiptionist/Clk .

Totally injustice with the Receiptionists and Non Medical Staff who are getting just a sum of Rs 6500/- per month.

There is nowere in world any office where a Receiptionist/ clk is authorised/needed as ALL THE GOVT/PVT SECTORS ARE RUN BY A CLK.

Matter to be considered very SERIOUSLY by a HUMAN not by a person who is sitting on a responsible chair, but GOOD FOR NOTHING.

Ref the pay hike letter of echs officer ic, med officer, dental officer, med spl ... What about other employees payment?

The Officer in charges of ECHS, usually retired Colonels,
from Artillery and Infantry (fighting forces) are
behaving the Ex-servicemen like they are in
active duties. They don't treat decently while
approaching for the rights of Ex-serviceman. Since they are
being paid by respective State Governments. They should be given
appropriate behavioral training before the assignments.
Most of the new generation, deserve to be respected
and descent proactive re-action from the officers in charge.
Once retired from the Services all are equal no more
expectation of rank privileges prevailed prior to retirement.
