Delay in dispatching the Passport

Myself Pranava Shankar Mishra, PhD student in Mahatma Gandhi Institute of Medical Sciences (MGIMS), Sewagram, 70 kms from Nagpur had applied for Passport in wardha in last week of April 2011. the status of passport dispatch is showing the tag "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time" since one month or more. while two of my friends had cleared the dispatch by going to the Passport Office directly. i want to know why they are delaying in passport dispatch. even they never pick the inquiry phone number they have given for public convenience.
