Public Sector Insurance Co. — Complaint about a man

I have to make a complaint about a man who does not belong to Army. He is permanent employee of a Public Sector Insurance Co. He always takes consumable goods from Army Canteen by using fake/ other person's Canteen Card. The photograph of the card has become fade and he takes benefit of that. He always gets goods from the canteen and sells to the other persons. Is there any rule / law to catch him? If yes, I can provide more detail. But it should be confidential.
