Steria — passport not received

My name is dharmendra singh. I applied for passport on[protected] and when I tried to know the status of passport then I saw message that passport will be dispatched on 23 may 2012 and after this date there is only a stable message "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time ". I always see the same message same incident also happened with my friend so I want to know that why it delayed and when I will receive my passport?
