Uninor — After 2 time document submitted but SIM not active

Dear sir,
My name is Vidya Prakash. I am a student of Dr. B. C. Roy Engineering College. I have buy a uninor SIM which no is [protected] from near my college fulijhore, Durgapur on 22 NOV 2012. He say no will activate within one week. But after one week no not active then I contact to shopkeeper then he say document rejected then I submit the another document and he say SIM will start within one week. But no not active. In this matter I say to him, please revrn my money I don't want to buy it, but refused it. Sir, In my opinion this shopkeeper have use my id in illegal purpose. So, please help me received my money and document.
