Uninor — value added service activated and balance deducted

my no [protected] uninor mobile service provider activated value added service without my permission and deducted my balance and when i called 121 they refused to call and closed down my 121 service then i called 198 they abused me saying we dnt refund and the calls r not recorded and we can do any thing pls close down all my value added services and refund my money back my do not disturb service is activated but still how they activated
