[Resolved]  Vijay Shanthi Builders — Poor construction - water seepage problem

I live in a First floor apartment in Ragini Apartment (Vijayshanti Builders) and have been suffering from water seepage in the walls and roof of my flat. The flat was constructed in 2003-04 and I took possession of the new flat in 2004.
For the last 2 years (2009 onwards) there has been water seepage (wet walls) in the hall and Master bedroom. After repeated complaints no action was taken. The MCB situated on the wall in the Hall got shorted due to water entry and caused electric leak (shock) on the entire wall and metal door grill. We had to replace the entire MCB switch board panel to another wall. We brought this problem to the builders, but no action was taken.

I have been writing to the customer care of the builders but there is no proper action taken till date. The engineers of the builders either don't answer the phone or send some plumber who does not have any clear explanation for the seepage. In fact the problem is present in other flats as well as the outer walls of the entire building.

How do I get the builders to take note of the issue and act fast before it becomes a safety concern.
