Voter Id Card — Inefficient system of ID Card issue

Sub : A few suggestions for issue of New Photo Identity Cards/ Change of address etc., for the Electorate
With regard to the above, I have a few suggestions to make. At present there is a sort of annual mela for issuing of Voters Identity Cards, causing immense difficulties for the general public (what with the lax attitude of the State Govt. staff with no respect for time, and an inefficient and ineffective system!). Someone from your office should visit a few of these sessions to understand what a person goes through. This can be avoided by establishing permanent centres that work all round the year, at conveniently located place in every town, city or taluk, fully equipped with computers, UPS etc & manned by trained persons with thorough knowledge of Kannada. A responsible person of Shiresthedar cadre could be in charge, authorized to make spot corrections, particularly spelling mistakes, change of address or spot-issue of new cards against old cards etc. This arrangement will go a long way in mitigating the electorate’s miseries in obtaining an ID Card.
Without such a system, I had to wait for 2 full years (although I voted twice) to get photographed for ID Card & at long last, the photo session happened on Dec 9. However, they could not give me my photo ID Card due to a technical snag in the computer with no qualified person around to attend to the problem. Disappointingly, I have now been asked to endure one more such thamasha scheduled for February 2009.
A second request is to consider Rent agreement/Lease agreement or Gas connection papers for address proof instead of insisting on a telephone bill of BSNL. Sadly, BSNL with all its 'up-to-date progress' has failed to provide connections to large number of people in many rural or semi rural areas for whatever reasons.
A last suggestion here is that the census staff be equipped with a Simputer so that they can take pictures & data that can be verified for mistakes & corrections on the spot. This data can be sent by mail directly to the Servers every evening or at suitable intervals. This eliminates all such mistakes that occur while transferring written data to computer.
It may also be a good idea to print the previous list number on the respective new list generated to locate the names easily. In fact the names can be much easily searched on computers itself.
I hope these suggestions are considered seriously & implemented at the earliest as Election Commission is the only hope of this country in making the system better. I request you to acknowledge the receipt of this communication & if possible about the action taken in the matter.
