[Resolved]  Work from home — fraud

I have registered for work from home(HTML tagging work) from a person named Govardhan rao. He took Rs 20000/- as registration fees for work, after submitting the work for the given month, he was making sure the accuracy report would be below 60%, in which the I would not get money as per his work agreement. He is cheating everyone with these kind of cheap tricks where people like me are falling prey to him. No payment has been done yet, after working for 1month. I would appreciate if such people are strictly punished for fooling around and illegally running the business by some third party name.
