Council For The Indian School Certificate Examinations [Cisce] — Non co-operation of school regarding name change of student

Respected sir/madam,
With due respect I like to inform you that I want to change the name of my daughter. As per Board's advice, I contacted the school with First class Magistrate's Affidavit and 2 leading newspaper publication with name change classifieds. But they have refused to do the necessary formalities.
Please advise me how to get rid of this problem. If I provide you all the necessary scanned documents like Affidavits & newspaper cuttings directly to board, will it meet the purpose.
I hope you understand my problem and request you to do the necessary as soon as possible.
