This is to inform you that i am student in dehradun institute of technology and in our college dean professor shishir kumar is debarring students in external exams due to short attendence

my query is if it is rule by university that student below 75% attendence is not eligible for sitting in exams then why other institute not following this rule and DEAN sir putting different crieteria each time by himself depends...
