Delhi Development Authority (DDA) — Not geeing refund after surrendering my DDA LIG Flat under DDA 2014 Scheme

I am a lucky winner of DDA LIG flat under DDA Housing scheme of 2014. But due to some personal and financial problem I could not afford to buy the flat. Thus on 14/05/2015 I have surrendered my flat at DDA Office (Vikas Sadan, INA Market, New Delhi). But till date I have not received my registration money. I am a physically handicapped person and cannot visit frequently in DDA office to get back my hard earned money. So, please return my registration money for Rs 95, 000 (1, 00, 000 - 5000 as cancellation charge). Please find below details of my Receipt No. and other information: 1.
