Dsr Woodwinds Apartment Owners Association — Association behaving in autocratic manner

This is in reference to a recent incident in my apartment (dated around 22nd Aug 2016) which has a registered apartment owner association. The apartment is located on Sarjapur Road, Bangalore opposite Rainbow Drive Layout near Wipro office. The garbage area is in front of the apartment complex. It was already making the area ugly. On request, the builder decided to construct a 5ft wide wall so that the area is demarcated and the garbage bins not visible to the ground floor and first floor residents of the apartment near the area. The apartment association went over and beyond this and immediately constructed another enclosed wall twice the area of that built by the builder. No resident knew who approved this construction. They called a General Body meeting and never disclosed in the agenda clearly, the statement of purpose of discussing this construction, but with a small attendance of residents in meeting, passed a resolution for the same. And the minutes of the meeting on the same are not properly recorded. The construction of the added wall was done 1-2 days after the meeting before any concerned resident could raise his voice. The huge enclosed walled area in front of the complex is making it look ugly and some residents whose houses are just opposite the enclosed area are concerned with the value that their apartments may lose because of this.

The association is being very autocratic in its decisions. They never allow a consensus to form before taking their decisions in secretive ways. There have been incidents in the past also where a committee member of the association broke a parking sticker rule to accomodate his own car. But he never resigned when the question was raised in a general body meeting.

Please advise as to what can be done by a few concerned residents on this matter. Many residents are just keeping quiet out of fear of disturbing the peace and quiet of the society. We have already spoken to the builder who has promised to look into it but we are not sure what will be his decision.
