Easy2pay.com — Payment declined but not refunded in my account

I have filled application form for hp subordinate allied service of smt neelam kumari application no 522772 transaction id [protected] today on dated 6th april 2016 at 3:10pm and the payment was made by state bank master card no 52xxxxxxxxcc6132 of rs 413.68 through easy2pay.com pos 43514742 to himachal pradesh public service commission shimla himachal pradesh india and the transaction id is[protected] the amount has been deducted from my account mentioned above and the same was not transfered/ entered against the application status kindly look into the matter and solve my problem.
