eBay — didn't receive product or promised refund

i had ordered for IMPORTED WRIST / ANKLE WEIGHT STRAP WEIGHT 2.5 KG X 2 TOTAL 5KG #[protected] on july 2.. didnt recieve the product... when i contacted the seller.. he promised for a refund... its been 2 months...still havent recived it... now the seller doesnt anwer the call... and ebay fail to help... saying there is nothing thehy can do...
