Mr. Pankaj Cashier working at ESI Model Hospital Ram Darbar Chandigarh always challenges Head Quarters instructions. He needs to only comply by the instructions of H. Q vide A-28/11/1/HPCA-PCA/2016-MED VI DATED 12/06/2018 and not create complexities. The Medical Superintendent Dr. Sangeeta Mathur also supports him. Mr. Pankaj says regarding PCA disbursement orders of H. Q. that it is incorrect and he has convinced the MS as well. As you can see that he isn't recruited to challenge H. Q. orders rather he is to comply by the orders and get the needful executed. If Mr. Pankaj is to decide what H.Q. should instruct then you need to promote him as somebody in the high official rank. Sorry, that's not the right way to operate. There ought to be an explanation demanded by the concerned official who is in violation of H.Q instructions. Moreover, under similar reasons he did not comply by the H. Q instructions to disburse dress allowance to para medical staf[censored]nder order no. A-27/17/1/7th CPC/9/2017-E. III

As this is last year's order and the still not implemented therefore an explainaion also is expected from Mr. Pankaj.
