ESIC — misbehave and iresponsible

in kalkaji dispensary nobody can take responsibilities for senoir citizen, for medicine there are several formilities and lines for senior citizen, my father is 63 yrs old and suffering from liver problem but ESIC has not the treatment facilities niether transfer to private hospital for treatment, why does i pay from my salary, if i goes to take medicine form dispensary staff behave like animals come to door, who will take care of it.
