Ex-Servicemen Contributory Health Scheme [Echs] — negligence of the hospital staff from the referred hospital

My father was admitted in care hospital, visakhapatnam upon the recommendation from a senior consultant at kalyani naval hospital. He went through dialysis and in the course of the dialysis procedure there was a complete negligence in patient care that had resulted in a medical complication on the right arm. Date of complication : 22.07.2019
The health care staff at that time refused to report the condition of the patient to the the senior consultant and further tried to negotiate to swerve us from issuing a complaint, saying : we will not receive any good treatment in the future, if a complaint will be made against them since we will keep coming back for future dialysis appointments.
Due to this complication, now my father's treatment has to be extended and stay at the hospital which wasn't necessary in the first place if not for negligence of the staff. Meanwhile patient has to bear the extra costs of the room rent etc...
I am reporting this incident to see the best way you can help us so that my father's health will be taken care of in a proper manner as it's supposed to be.
