FRRO — Visa extension

Due to covid, I was unable to travel and my visa was expiring in 15 July 2020,
From june i applied for extension as I'm still working at TCS.
My application ( id:180620DA7OOB)was under process and pending till December when Frro asked for physical meeting.
I attended the meeting and brought requested documents. After this that asked to submit the ITR form (income tax) otherwise my application will be cancelled.
I struggle and got the ITr form.
I went to frro to submit the documents requested while I was happy because I submitted all documents requested I got notification from Frro saying I need to bring flight ticket for Exit permit.
I really don't know what's the issue, I had a voice call with on of their agents where he told me if I provide all documents I'll get my extension.
I can go to my country but not exit permit, I don't want get blacklisted, my company provided all relevant documents but I don't know what is happening.
I even told them to give stay visa for 3 weeks the time to book my flight band all process to leave
