PUC — PUC without checking vehicle

When ever I go to get the P.U.C from an authorized P.U.C center many of them give me the P.U.C with out checking my vehicle, By just writing my vehicle no it, more over these P.U.C centers are authorized by Indian government, and when ever any traffic police asks for the P.U.C and I show then it is legal, More over many of the vehicles which are creating lot of pollution in the city are and also with the expiry date are still running on the streets.
