HIMACHAL Police — Miss behave and non registered of complaint

My car no hp20 5050 was met with an accident on 22/09/2016 at 5:30 on taliwal palkwah road. With truck no hp12 c0303 I called up local police choki and they give me the no of mr shakti trafic incharge. I called him up.but he didnt response. When i called him second time he totally refused to come and use burger language with me. And said i am not going to register any complaint do what you can do. The truck do not have passing certificate . As it was expired.i tried a lot so that my complaint should registered but i failed.because the truck onwer was known to trafic incharge
