Ignou — Not getting migration certificate

I have completed my M.Com in 2011 from ignou. I have applied for the migration certificate in my regional center. They returned the documents stating that i have to submit it to the IGNOU head office, New delhi. They will issue the certificate. I already have sent the documents to the Ignou, Maidan garhi, New Delhi on 29-Mar-14. But still i have not received my certificate. I need to get admission in B.Ed. but without this i am not be able to join. Please help me to get this done.
