Illegal Parking — Auto rickshaw

Everyday I have to see huge traffic from Cooper hospital to Juhu millennium while going to mithibhai college which I thought there must be some problem but I was shocked to see that from Cooper signal to mithibhai college there are auto rickshaw parked on double and even triple lane parking which creates a huge traffic and this lot of time is wasted. These all must be fined minimum Rs 500 to 1000 for creating traffic. Instead of these if any private vehicles are standing in double or triple lane then they are easily captured on camera for generating fine, but there is no law for these auto drivers. They must be converted into Ola and Uber compulsory so that this menace will get cleared everywhere. Also lot of bikers have been seen taking wrong way which is very risky and they should be fined at least Rs 500 . Also you electric bikes are creating lot of problems which one day might turn into a nightmare..
