Indian Overseas Bank — cash not received but amount has been debited.

On may 16, my father went to nearby atm to withdraw rs.1000 using my atm card from iob bank. While doing withdrawal, suddenly atm got disconnected due to power of. So transaction has been failed but i received message at 12:29am from the bank such that the cash has been debited, but we didn't receive any cash. Please resolve my issue as soon as possible. I badly need in this lock down.
